Omsorgsbygg Oslo KF [Oslo municipality, the Municipal Undertaking for Social Service Buildings]

Omsorgsbygg has a portfolio of 32 nursing homes with the accompanying green areas. The aim of the procurement is to achieve well-maintained outside areas that stimulate use and that create well-being for patients. The procurement shall also fulfil the obligations that the company has to its tenants. The purpose and extent are described in Annex 1 — Service Description.

Qualification requirement: The service provider shall be a legally established company
Documentation requirement:
Norwegian tenderers: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Qualification Requirement: The tenderer shall have their tax and VAT payments in order.
Documentation requirement: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Qualification requirement: Tenderers must have the economic capacity to carry out the assignment/contract.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
Teknisk og faglig kapasitet:
Qualification requirement: Tenderers shall have a good and well-functioning quality assurance system.
Documentation requirement: An account of the tenderer's quality assurance system and a general description of how it is applied in practice, as well as a detailed table of contents.
Instead of an account, a certificate will be accepted for the company's quality assurance system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001.
Qualification requirement: Tenderers shall have experience from equivalent assignments. Equivalent assignments mean an ongoing contract for the care of a large extent/many properties.
Documentation requirement: List of the most important deliveries or services performed in the past three years, including information on:
— Value.
— Date.
— The name of the public or private recipient.
If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
