The procurement concerns framework agreement for maintenance assignments, technical ventilation works and the purchase of new installations, primarily hereunder:
Servicing of the ventilation generators, Aeromotry, Air treatment, Balancing, Cleaning and Ventilation's rinsing, Filter and belt replacement.
The work shall be carried out in The Norwegian Parliamentary Buildings — Karl Johansgt. 22, Akersgt. 18 and 21, Nedre Vollgt. 18 and 20, Tollbugt. 31, as well as any other buildings/service residences that The Norwegian Parliament owns or has at their disposal.
From the year 2019, the agreement will also include the newly rehabilitated Prinsensgt. 26 (does not apply to installation of new ventilation aggregates). Work in Prinsensgate 26 shall be invoiced on an hourly rate.
The assignments are generally carried out throughout the calendar year. Large service and maintenance works will normally be carried out when The Norwegian Parliament has meeting free periods — i.s. In the weeks 25 to 38, 50 to 1 and during the Easter holidays. Tenderers must be able to provide sufficient staffing in these periods. All of the assignments shall be carried out in cooperation with the Contracting Authority's own operations department.

Tax and VAT certificate. Requirement: Tenderers shall have their tax, employer contribution and VAT payments in order. Documentation requirement: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no. Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Conduct. Requirement: The tenderer shall have a good conduct. Documentation: Tenderers shall present a self-declaration confirming that the requirements in the Annex ‘Self-Declaration on Conduct’ are fulfilled.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have the economic and financial capacity to execute the contract. The credit rating must show that the tenderer is credit worthy without security. Tenderers with a rating lower than this (i.e. not credit worthy or credit worthy with security) will be rejected. Documentation Requirement: Credit worthy, carried out by a certified credit company shall be enclosed with the tender offer. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating). The credit report shall be based on the last known accounting figures. The credit rating shall not be older than 6 months from the tender deadline.

Minste nivå(er) av standarder: The credit rating must show that the tenderer is credit worthy without security.
Teknisk og faglig kapasitet:

Experience. Requirement: Significant experience is required from assignments with a comparative value, hereunder experience with built on site ventilation systems. Documentation: An overview shall be provided of the three most relevant assignments carried out by the tenderer (company) during the last five years. Please provide information on the following for each of the reference projects: — Name of contracting authority — Which works the contract comprised (which ventilation work, maintenance, service and/or built on site ventilation systems) — Description of the property/building (information about how the work carried out was connected to a listed or historical building) — Contract value — Dates for execution of the contract.

Capacity. Requirement: The tenderer shall have sufficient capacity to complete the delivery. Documentation: A description shall be given of the tenderer's technical personnel or technical entities the tenderer has at their disposal to fulfil the contract.

Quality assurance. Requirement: The tenderer shall have satisfactory quality assurance procedures. Documentation: A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate.

Environment. Requirement: The tenderer is required to have an environmental focus. Documentation: Tenderers shall enclose documentation confirming that the assignment will be implemented in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001, EMAS), a copy of the table of contents in the tenderer's environmental management system and a description of the system.

If there are too many qualified service providers, the selection will be based on the background of who is considered to be the best qualified after an assessment of the received documentation as regards technical and professional qualifications. The work shall be carried out in The Norwegian Parliamentary Buildings — Karl Johansgt. 22, Akersgt. 18 and 21, Nedre Vollgt. 18 and 20, Tollbugt. 31, as well as any other buildings/service residences that The Norwegian Parliament owns or has at their disposal. See the attached aggregate, fan and filter overview. Attention is drawn to the fact that annexes A, B and C are exempt from the public, c.f. the Freedom of Information Act § 13.

A service car can be parked in the Norwegian Parliament's garage when the work is being carried out. This depends on vacant places and must be agreed separately.

The work is to be carried out as and when the tenderer receives a call-off/order from the contracting authority and the work shall start as soon as the conditions at the place of work allow and as agreed with the contracting authority.

The contracting authority is free, in the contract period, to carry out major assignments and special projects outside the framework agreement. The contracting authority will decide which assignments/deliveries shall be carried out within the framework agreement and which shall be carried out after a public procurement procedure.

For further information on the contents of the procurement, see the attached annex.
