This procurement of FM services shall result in three framework agreements that shall each cover one region. The regions are the south, west and north. The procurement is for the procurement of core services within FM, as well as options for some other services that are not seen as core services in this contract. Six core service areas and four option service areas are being announced for all three regions.

The municipal part of NAV, as well as any other public entities that shares premises with NAV, shall have an option to make call-offs on the framework agreements. The following option services are included in these contracts:
— Cantee (Hot/Cold)
— Removal services including consultancy services
— Plant services
— Other hourly based services
— Meeting room service
— Supplies administration
— Service employees for simple operational services (not requiring a technical background)
— Reception services.

Requirement:
Norwegian tenderers must have their tax and VAT payments in order.
Documentation requirement:
— Norwegian tenderers: A Tax and VAT certificate from the tax authorities. The certificate shall not be older than six months from the deadline for requests to participate in the tender contest.
The tenderer is required to be a legally established company.
— Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre
— Foreign tenderers: Certificate for registration in the company register as prescribed in the legislation of the country in which the tenderer is established.
Requirement:
The tenderer is required to have good financial solidity. A ‘good creditworthiness’ or better credit rating satisfies this requirement.
Documentation requirement:
— The contracting authority will obtain a credit rating carried out by Experian; see www.Experian.no
— If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
Requirement:
A very good implementation ability is required.
Documentation requirement:
— A description of the general technical capacity and professional qualifications at the tenderer and any sub-suppliers that the tenderer will use.
With regard to the capacity, a description of the relevant units that shall carry out the services shall be given.
With regard to qualifications, a short overview of the general relevant offered competence shall be given. The personnel proposed to the assignment shall not be specified, and CVs not submitted.
— An overview of the tenderer's and any used sub-suppliers' general workforce as well as the number of employees in the administrative management in the last three years.
This point shall be responded to per region that a request for participation is submitted for.
Good experience is required from relevant complex deliveries, i.e. delivery of several types of services from the same tenderer to the same customer in a contract that is administered as one. Individual deliveries can be provided by sub-suppliers.
— The tenderer's most important deliveries over the last three years, including a description of the assignment, their value, date and recipients.
A good, efficient quality assurance system is required.
— Certificate issued by a certification body, which confirms compliance with the quality assurance standard NS-ISO 9001, or equivalent, or
— A description of the tenderer's quality assurance methods.
A good, well-functioning environmental management system is required.

Begrunnelse for rammeavtaler med varighet over fire år:
The contract period is 4 years from contract signing. The contracting authority has the option to extend the contract for a further 1+1 year. NAV has assessed that this procurement is so demanding to implement in the department and so important in order to ensure orderly employment conditions and wages and working conditions, that there is a special entitlement based on the object of the framework agreement to have a length of 4+1+1 year, cf. the FOA, § 15-1 fourth section.
