Sandøy municipality will, via this procurement, procure services for
engineering design and construction management in order to take the project ‘Sandøytunet’ from a sketch project
to the completed building. We would like tenders for all parts from the preliminary engineering design services,
preparing the basis for the main contract, announcing the
main contract, engineering design services and construction management and builder ombudsman during
the construction process and follow-up of the project up until the completed building. The procurement
includes all disciplines involved in the project.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement 1: Tenderers shall not have tax or VAT arrears. Documentation 1: Tax and VAT certificate. The certificate shall be updated and not older than 6 months calculated from the tender deadline. Such a certificate can be obtained from www.altinn.no

Qualification requirement 2: Tenderers are required to have a HSE system in the company. Documentation 2: Self-declaration confirming that the tenderer fulfils the statutory requirements in Norway for health, safety and the environment. A HSE self-declaration form is in annex 2.

Qualification requirement 3: Tenderers are required to have a legally established company. Documentation 3: a) A company registration certificate from the Brønnøysund Register Centre shall be enclosed with the tender. b) Companies who are registered in a trade register outside Norway shall enclose other documentation that is relevant in order to legitimise the tenderer's organisational and legal position.

Økonomisk og finansiell stilling:

Documentation 4: Credit assessment/rating, not older than 6 months calculated from the tender deadline, based on the last known accounting figures. The rating shall be carried out by a Norwegian publicly certified credit rating institution.

Qualification requirement 4: Adequate finances are required to fulfil this contract, the minimum requirement is that the tenderer is credit worthy.

Teknisk og faglig kapasitet:

Documentation 5: A reference list is to be enclosed of the tenderer's most important contracts in the last 3 years that are relevant to the above requirement. The list shall state the date, customer, discipline and contact person at the customer. References can be obtained as random checks or if there is a doubt as to whether the tenderer is qualified.

Documentation 6: An overview shall be enclosed of employees in the company, as well as of any sub-suppliers who will be used. The overview shall list employees by name, professional title, certifications, certificate and any expertise.

Documentation 7: Print out of central certification for the stated discipline.

Minste nivå(er) av standarder:

Qualification requirement 5 Experience: Experience is required from equivalent assignments/deliveries. Equivalent means contracts for engineering design services and construction management for an equivalent extent and for relevant disciplines.

Qualification requirement 6 Capacity: Tenderers are required to have sufficient capacity to solve the assignments included in the contract. The minimum requirement is that the tenderer has a minimum of 5 employees who have relevant competence. Any sub-suppliers that a tenderer would like to use for individual disciplines shall be accounted for.

Qualification requirement 7 Certification: Tenderers are required to have central certification as applicant, engineering designer and inspector.
