The Contracting Authority aims to introduce a common digital communication tool suitable for nursery schools to assist in effective and safe communication between the nursery school-home.
The procurement concerns a developed system as a service (software-as-a-service), where the users are given access to use the system via the internet. The system is operation by a service provider in the service provider's own operational environment.
The communication platform is being procured for use in municipal nursery schools.
Optional options:
The procurement of a communication tool also includes optional options, see point II 2.1 and 2.2.
The tenderers may offer the optional options as part of the their tender offer. The optional options will not be evaluated, but price and quality of the offered system will determine if the individual option is triggered.

The Contracting Authority has sector responsibility for the Oslo school and nursery schools. It is Oslo's 15 districts, under The Public Administration Department for Elderly, Health and Social Services (EHS), that operates the municipal nursery schools. The districts are also responsible for the approval and supervision of municipal and private nursery schools. There are approx. 330 municipal and 420 private nursery schools in Oslo, with a total of 36,000 children. The number of children in municipal nursery schools is approx. 21,000.The Contracting Authority aims to introduce a common digital communication tool suitable for nursery schools to assist in effective and safe communication between the nursery school-home.The communication platform is being procured for use in municipal nursery schools.Option:As well as a digital tool for communication between the nursery school-home, the nursery schools need a digital tool for an annual plan.A solution for a digital annual plan should be included as an optional option. It should be available for all municipal nursery schools, as well as the private nursery schools that wish to use it.The procurement also includes an optional option for a digital communication tool for the Oslo schools. The Education Agency's area of responsibility covers primary and lower secondary school education, sixth form college education, adult education, special education, vocational training,Fagskolen Oslo Akershus (FiOA), educational-psychological service, Before-and-after school care and Oslo Summer school. The Oslo school has, as of 1 October 2016, approximately 87,000 students (63,000 in primary and lower secondary school, 17,000 in sixth form college and 7,000 in adult education). There are approx. 21,000 children in Before-and-after school care. There are approx. 170 schools, of which 105 have before-and-after school care.Contract period:The duration of the contract for a digital communication tool to municipal nursery schools, is four years with an option for the Contracting Authority to extend the contract for a further two years + two years + one year + one year on verbatim terms. If all of the options are triggered, the contract period could be a total of up tow ten years.The options for digital annual plan and communication system for the Oslo schools can be called-off throughout the entire agreement period. The duration for the individual options is agreed at call-off, but is limited by the duration of the agreement.

As well as a digital tool for communication between the nursery school-home, the nursery schools need a digital tool for an annual plan.

Requirement:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall be a legally established company

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement:
Supplier must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain a credit appraisal of the tenderer and use this in its evaluation of this criteria as a supplement to the requested documentation.
