1.3 The objective and extent of the procurement
The Agency for the Urban Development has given the Agency for Real Estate and Urban Renewal (EBY) the task of carrying out detailed zoning for the re-use of Huken crushed stone and asphalt works. An assessment shall particularly be made of how the area can be returned to countryside, with facilitation for leisure activities that contribute to good nature, cultural and sports activities.
The municipal plan for the area, adopted 23.9.2015, shows that Huken has been put aside for future green structure in accordance with the Countryside Act § 4. The municipal plan's provision § 12 provides guidance for facilitating experiences, recreation, play and physical activities for the general public in areas put aside for green structure.
The main aim of the planning work for Huken will be to follow-up this overview planning and detailed zoning for making Huken a green structure in accordance with the municipal plan's for the area.
The current crushed stone production within the planning area are based on a rent contract/conciliation contract that expires 31.12.2018. There is a need to develop an after-use situation after the crushed stone production has stopped. There is a need for detailed zoning of the area to facilitate after-use and activities in previous crushed stone facilities.

Beskrivelse av opsjoner:

The aim is to re-use the asphalt store in the northern quarry in the production phase of the crushed stone and asphalt works. If there is any remaining asphalt after the production has been stopped, the use of the area for this asphalt shall be reviewed as a part of the assignment. The work on reviewing areas of use for the asphalt store/plan for handling and use of any remaining asphalt, including cost calculations for the use of any remaining asphalt, shall be estimated and added as an option in the assignment.

If there is a need for updated aerial photos of the planning area, e.g. from a helicopter/drone, the tender shall estimate the cost of this and it shall be included as an option in the assignment.

Furthermore, the tender shall include an estimated of the number of hours for unforeseen work resulting from a natural consequence of the zoning plan, e.g. for reviews, map/themed map, illustrations and meetings, or work on any new requirements in the planning process that must be reviewed. This will be an option in the assignment.

Tenderers shall be a legally established company.

Documentation:

Norwegian companies: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement:

The tenderer's tax and VAT payments shall be in order.

Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.

Documentation:

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers.

Credit assessment/rating, not older than six months, based on the last known accounting figures.

Requirement:

Tenderers shall have good experience from equivalent assignments.

Tenderers must have the capacity to carry out the assignment.

The supplier shall have a well-functioning quality system suited to the content of the contract.

Tenderers shall have a well-functioning environment management system suited to the content of the contract.

Documentation:

A description of the company's 3 previous completed assignments with relevance for the execution of this assignment in the last 5 years. The description shall include the value, date and contracting authority.

CVs for individual persons will not be accepted as documentation.

An overview of the average workforce and the number of employees in the administrative management in the last 3 years.

Statement of how much of the contract will be carried out by sub-suppliers.

An overview of the quality system. As a minimum tenderers shall give a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract.

If a tenderer is certified by independent bodies, which confirm that the tenderer fulfils certain quality assurance standards, e.g. ISO 9001 or equivalent, it is sufficient to present a certificate.

An overview of the environment management system. As a minimum tenderers shall give a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract.

If a tenderer is certified by independent bodies, e.g. ISO 14001 or equivalent, it is sufficient to present a certificate.
