A detailed traffic model shall be established in cooperation with Trondheim municipality and the Environment Package for the Trondheim area by using the software tool Aimsun. A model for the morning and afternoon rush hours shall be established. The model shall be established as a hybrid model, where parts of the model area are established as a micro model, whilst the rest of the model area is developed as a mesmo model.
The model area covers most of Trondheim municipality, as well as the stretch from Trondheim to Hommelvik.
The traffic model shall be used for detailed analyses of accessibility and traffic flow for buses and cars in the morning and afternoon rush hours.

The tenderer shall provide assistance during the work if the contracting authority has questions about the model or discovers weaknesses in the model.

Beskrivelse av opsjoner:
The contracting authority has an option to carry out different traffic registrations for the calibration and validation of the model.
Tenderers shall price the following counts/registrations as an option:
Junction counts:
Junction counts, including processing the registration, for up to 10 4-armed junctions.
Each count shall be carried out for 2 hours over 2 days, approx. between 07-09 and 15-17.
It is preferable that the junction counts are videoed, so that they can also be used for the calibration of behaviour in the model.
The price shall be given per junction.
All registrations shall be briefly documented in a note.
Any video recordings shall be a part of the delivery.
Registration of waiting times at public transport stops.
Registration of waiting times, including processing the registration, for up to 10 public transport stops. As a starting point each public transport stop is only to be registered in 1 direction.
Each registration shall be carried out for 2 hours on 1 day, approx. between 07-09 and 15-17.
The price shall be given per public transport stop.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company's tax affairs shall be in order in relation to payment of tax and charges.
— Tenderers shall enclose a tax and VAT certificate.
Norwegian companies: The certificate shall be as recent as possible and not older than 6 months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration.

Foreign companies: In the case of foreign tenderers, certificates shall be presented which substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.
Working partnership — statement of joint and several liability:
Where the tenderer is dependent on other service providers in order to qualify, a declaration of joint and several liability to the contracting authority and third parties must be submitted with the tender.
Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all the qualification requirements.

Use of sub-suppliers:
Where the tenderer is dependent on a sub provider in order to be qualified, the tenderer must document for the contracting authority that the tenderer will have authority over the necessary resources.
This can be documented by the tenderer presenting a commitment statement or equivalent.
Økonomisk og finansiell stilling:
Annual financial statements for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes and auditor's report.
Minste nivå(er) av standarder: The tenderer must have the financial capacity to carry out the contract.
Teknisk og faglig kapasitet:
— State at least 3, maximum 5, relevant examples of projects where the tenderer has been involved in the work of building up or developing a mesoscopic or microscopic model (does not need to be in the software Aimsun) in the last 3 years.
CVs will not be assessed here.
— State at least 2, maximum 5, relevant examples where the tenderer has used Aimsun in projects in the last 3 years.
— Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's content, including an overview of inspection plans and check-lists that are relevant for this contract, must be submitted.
