Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax certificates not older than 6 months from the deadline for receipt of tenders. Tax certificates are defined as:
For Norwegian tenderers:
— Form from the Tax Directorate (RF-1244) for…
… VAT issued by the tax office.
… tax and payroll tax issued by the tax collection office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The tenderer must be a legally established company.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer must have good conduct.
The tenderer will by way of a self-declaration confirm that the requirements in appendix B are fulfilled.
Økonomisk og finansiell stilling:
Requirement:
Tenderers are required to have a credit rating equivalent to C1, moderate to high risk.
Documentation requirement:
The Contracting Authority will use Proff Forvalt (Eniro Norway) to assess fulfilment of the requirement. Therefore, service providers do not need to send in documentation on this.
If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be enclosed. The Contracting Authority will then use Proff Forvalt to assess the parent company's credit rating.
Documentation requirement for foreign tenderers:
Credit assessment/ rating based on the most recent financial figures. A credit assessment/rating should be carried out by an officially approved credit rating institution.

Teknisk og faglig kapasitet:
Requirement:
The tenderer must have adequate implementation ability.
and the capacity must be such that illness and the like does not affect progress or quality in the various assignment.
Documentation requirement:
A description must be given of manpower with relevant competence. Please also attach the organisation chart.
Tenderers shall have a satisfactory quality assurance system.
Documentation of the quality system that the tenderer will use as a basis for the implementation of the contract (for example: ISO 9001 certificate, description of the quality system or relevant extracts thereof).
The tenderer shall have good experience from equivalent assignments.
A list of the most important deliveries in the last 3 years, including information on the value, date and the name and telephone number of a reference person at the contracting authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
Tenderers shall have sufficient right to be responsible for the measures described in annex 3 projects and price form.
Valid certificate for central certification for the necessary right to be responsible in the relevant development class 3 for SØK/PRO, or documentation that the company fulfils the requirements for the right to be responsible in the relevant development class 3 for SØK/PRO.
