Egnethet til å utøve yrkesvirksomheten:

Tenderers shall substantiate that the company is legally established. This shall be substantiated by presenting a company registration certificate or possibly certificates of registration in a trade register as mandated in the law in the country where the tenderer is established. The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:

The tenderer shall be creditworthy. A credit rating from a credit rating institution shall be enclosed as documentation, not older than 6 months.

Teknisk og faglig kapasitet:

Requirements regarding the tenderer's professional qualifications.

Tenderers shall have good experience from equivalent assignments. Tenderers shall document the company's ability to deliver in accordance with the extent estimated in the tender documentation as well as the company's experience with similar deliveries to other customers. Tenderers shall document the most important relevant deliveries that the tenderer has carried out in the last 3 years, including their value, date and recipient.

Tenderers who submit a tender for waxing floors shall have experience with cleaning waxed floors. Tenderers shall document the company's ability to deliver in accordance with the extent estimated in the tender documentation as well as the company's experience with similar deliveries to other customers. Tenderers shall document the most important relevant deliveries that the tenderer has carried out in the last 3 years, including their value, date and recipient.

Tenderers shall be certified by the Norwegian Labour Inspection Authority to operate legally. All companies that offer cleaning services shall be certified by the Norwegian Labour Inspection Authority, cf. the regulations dated 8.3.2012 No 408. Tenderers shall present documentation of final certification from the Norwegian Labour Inspection Authority. It is a prerequisite that the certification is in place for the entire contract period.

Requirements regarding environmental impact.

Tenderers must have competence that ensures a low impact on the environment when performing the service. Tenderers shall have:

A plan for training personnel in HSE, including waste handling, cleaning methods, use of cleaning agents and equipment and written work instructions. Provide a statement of existing routines that documents that the requirement is met. If routines are described in the company's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate. Any licence for the ‘svanemerket’ for cleaning services or other equivalent schemes can be enclosed.

Kontraktutførelse
Andre særlige vilkår:

Tenderers shall ensure that employees in their own organisation and the employees of any sub-suppliers who directly contribute to fulfilling the contract, do not have wages and working conditions less than those required by collective agreements, regulations or that which is normal for the location and occupation.

The tenderer is otherwise obliged to comply with the following ILO conventions:

1. Convention No 87 on freedom to join a trade union and protection of the right to organisation.

2. Convention No 98 on the right to be organised for collective negotiations.

3. Convention No 100 on equal wages for male and female workers for work of equal value.

4. Convention No 111 on discrimination in employment and vocation.

The cleaning services shall be carried out in accordance with the current legislation and regulations that regulate the use of cleaning agents, chemicals, packaging or other legislation that is relevant for carrying out the cleaning services.
