Procurement of cleaning services

Helsedirektoratet (The Norwegian Directorate of Health)

The Norwegian Directorate of Health, Entra and The Norwegian Directorate of eHealth want to enter into cleaning agreements with a tenderer. 3 separate agreements shall be signed. The Norwegian Health Network (NHN) shall also have the option to enter into agreement with the tenderer. The agreements shall be signed with the same tenderer. The tenderers must therefore be able to deliver cleaning services to all 4 of the tenderers.
The agreements will have a duration of 22 months with an option on a further 1 year + 1 year. All together 3 years and 10 months. The customer retains the right to trigger options that are shorter than 1 year.
The customers have the following locations:
Entra: Universitetsgata 2 (Oslo);
The Norwegian Directorate of Health: Universitetsgata 2 (Oslo), St Olavs gate 25 (Oslo), Pilestredet 28 (Oslo), Sluppenveien 12 (Trondheim);
The Norwegian Directorate of eHealth: Verkstedsveien 1 (Skøyen, Oslo);
NHN: Verkstedsveien 1 (Skøyen, Oslo).
During the contract period there may be changes due to moving, restructuring, etc. Where appropriate the customer should be able to select to purchase cleaning services for new premises on verbatim terms as those described in the tender documentation and tender offer.
Part of the cleaning services is named as options. It is desirable that the tenderer can offer these, but it is not a requirement.
Sub-contractors are not to be used for the daily and temporary cleaning. Persons who shall carry out this work should be employed by the tenderer. The tenderer can use sub-contractors to fulfil the options, but only 1 chain.
The customer shall also have the right to order cleaning services that are not described in the tender documentation. The price will then be agreed for the individual occurrence.
The agreements are expected to have a value of between 14 000 000 NOK and 18 000 000 NOK excluding VAT in total. This is a non-binding estimate for the customers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Certificate for paid tax, VAT and employer contribution.

Qualification requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the relevant legislation.

Documentation Requirement: New joint certificate from The Norwegian Tax Administration, a joint certificate for tax, employer contribution and VAT. If a joint form is not enclosed, the requirement must be documented with a tax certificate and a VAT certificate. The certificate(s) shall not be more than 6 months old calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified.

Company Registration Certificate:

Qualification requirement: The tenderer shall be a legally established company.

Documentation requirement: For Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre. For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification Requirement: The tenderer shall have economic and financial capacity to carry out the delivery/contract.

Documentation requirement: Credit evaluation/rating, not older than 12 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement: The tenderer shall be credit worthy.

Implementation ability and capacity:

Qualification requirement: The supplier shall have sufficient execution capability and capacity. Documentation Requirement: The tenderer shall provide a description of the technical entities the tenderer has at their disposal for fulfilment of the contract.

Quality assurance:

Qualification Requirement: The tenderer shall have procedures for quality assurance.

Documentation requirement: An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful manner. Copy of a system certificate issued by an accredited certifying body or equivalent documentation of the quality assurance system.

Experience from similar assignments:

Qualification requirement: Tenderers shall have experience from similar deliveries. This means major assignments for cleaning services.

Documentation requirement: Reference list of the tenderer's business over the last 3 years with relevance for this assignment. The reference list shall include the contracting authority's name, date and value of the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.

Publicly certified cleaning business:

Qualification Requirement: The tenderer must be a publicly certified cleaning business (The Norwegian Labour Inspection Authority).

Documentation Requirement: Documentation demonstrating that the tenderer is a publicly certified cleaning business.
