Statens legemiddelverk [The Norwegian Medicines Agency]

The Norwegian Medicines Agency has entered into a contract with Entra for the hire of approx. 5 000 m² in Strømsveien 96. The take-over will be 01.12.2016. The building has a total of 7 floors and it is approx. 18 000 m² gross. The Norwegian Medicines Agency's office premises are on the 2rd — 5th floors, the laboratory is on the ground floor and there are archives/stores in U1 and U2.
The Norwegian Medicines Agency would, thus, like to enter into a cleaning contract for its rented premises with effect fro 19.12.2016, with an option to order cleaning from when the contract is signed until 19.12.2016.
The contract will include the following main services within cleaning:
— Daily and periodic cleaning
— Irregular cleaning
— Options.

The Norwegian Medicines Agency's office premises are on the 2rd — 5th floors, the laboratory is on the ground floor and there are archives/stores in U1 and U2.— Regular cleaning:— Work management and execution of cleaning and follow-up in accordance with the latest version of NS-INSTA 800— Floors, fixtures, walls and ceilings, cf. the definitions in NS-INSTA 800 with a height up to 3m.— Doors (glass/dense)— Screens and boards in meeting rooms— Emptying waste containers— Refilling sanitary articles in sanitary rooms— Cups and bottles are to be taken from the office landscape, communal areas, multi-rooms and meeting rooms and placed in the kitchenette.— Used cups, glasses, plates and cutlery shall be washed in the dishwasher. Everything shall be clean and put in its place ready for the next day.— Floors must be cleaned at each cleaning frequency.— Sanitary service, waste management— Ordered cleaning:— Spring cleaning— Dusting open filled surfaces— Scouring and polishing treatment on floors if special situations arise— Carpet cleaning— Window cleaning, internal— Archive— Stores/stand-by room/computer room— Mat service.1 700 000

Vilkår for deltakelse
Økonomisk og finansiell stilling:
Requirement: Tenderers shall have their tax and VAT payments in order.
Documentation:
— Tax and VAT certificate, not older than 3 months from the tender deadline. Tenderers must order and obtain the certificate in Altinn;
This is a new tax certificate from 14.10.2014. The tax certificates that are now issued are joint certificates for tax, payroll tax and VAT. The tax certificate on form RF-1244 is no longer issued. The certificate is to be ordered and downloaded from Altinn by using the link mentioned above. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed.

Requirement:
Tenderers shall/will meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

The tenderer must be a legally established company.

Tenderers must be certified by the Norwegian Labour Inspection Authority as a cleaning company.
— The company's organisation number: The Norwegian Medicines Agency will look up the organisation number in the Norwegian Labour Inspection Authority's register of certified cleaning companies.
Work carried out under this contract shall be an object for a general tariff agreement in accordance with the General Application Act. 2
This means that the tenderer's employees shall at least have wages and working conditions that are in accordance with the General Application Act for cleaning companies.
