NAV invites tenderers to an open tender contest for bicycles with and without motors and additional equipment for disabled persons. The tender will include products, accessories, spare parts and services. The contest will be divided into multiple items (individual contests) where the tenderers can choose to submit a tender for 1 or more of the items.
Contracts will be signed for each item with a sufficient number of tenderers to cover the majority of the users' needs. There can, therefore, be variations from item to item regarding whether a framework agreement will be signed with 1 tenderer, or whether parallel framework agreements will be signed.

Norwegian tenderers must have their tax and VAT payments in order.
Requirement:
Norwegian tenderers shall enclose a tax and VAT certificate from the tax authorities, not older than 6 months from the tender deadline.
The tenderer is required to be a legally established company.
Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.
Foreign tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the supplier is established.
The documentation is to be put under a separate divider in the tender.

Økonomisk og finansiell stilling:
Tenderers are required to have sufficient financial ability to implement the contract.
Requirement:
Credit rating from an officially approved credit evaluation institution. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past 3 years.
Documentation that resources at sub-suppliers can be used in accordance with the qualification requirements.
If a tenderer intends to use other companies' capacity for financial/economic standing, documentation shall be enclosed stating that the tenderer will be able to use the necessary resources at the relevant company/sub-supplier, e. g. a written commitment statement or a written cooperation agreement on this between the tenderer and the company/subsupplier in question.

Attention is drawn to the fact that dealers and parts of the service network who are not included in the Tenderer's organisation and who shall deliver products/services to NAV on behalf of the Tenderer, will be seen as subsuppliers and must be documented in accordance with the 1
