Procurement of Assistance with technical reviews

The Ministry of Labour and Social Affairs shall carry out a competition with negotiation to enter into agreement with 1 tenderer for the purchase of assistance in connection with technical reviews regarding delivery from Project 2 in the Program for Modernisation of ICT in The Norwegian Labour and Welfare Administration.
Project 2 is a link in a long-term and comprehensive modernisation and is part of the Program for modernisation of ICT in The Norwegian Labour and Welfare Administration. The program has been the subject of external quality assurance through The Ministry of Finance's scheme for quality assurance of large government investments. 1 of the suggestions from the quality assurance is to carry out external technical quality assurance of methods and deliveries in the projects in the Program.

Documentation requirement:

— Tax Certificate (Form RF-1244B);

— VAT certificate (Form RF-1244).

Tax certificates:

Norwegian tenderers must present tax certificates for VAT (form RF-1244) and tax (form RF-1244 B). The tax certificates for both tax and VAT can be ordered from the supplier's local tax collection office. The certificates shall be available by the deadline for requesting participation, and they shall not be older than 6 months calculated from the deadline for requesting participation.

Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.

Organisational and legal position of the supplier.

Requirements:

The tenderer is required to be a legally established company.

— Norwegian suppliers: Company registration certificate from the Brønnøysund Register Centre.

— Foreign tenderers: Certificate for registration in the company register as prescribed in the legislation of the country in which the tenderer is established.

Økonomisk og finansiell stilling:

Requirements:

The supplier is required to have good financial solidity. A ‘good creditworthiness’ or better credit rating satisfies this requirement.

Documentation requirement:

— The Contracting Authority will obtain a credit rating carried out by Experian; see www.Experian.no

Teknisk og faglig kapasitet:

Qualification requirements:

The supplier is required to have a good ability to carry out the contract.

The tenderer is required to have relevant experience from similar assignments, cf. the discussion in point 2.1 above.

The tenderer is required to have proven and suitable quality assurance methods.

Documentation requirement:

A description of the supplier's implementation ability that includes:

— A description of relevant units at the Tenderer.

— The number of relevant resources in accordance with the content and scope of the procurement.

Please do not state which personnel will be carrying out the assignment nor provide CVs.

— Description of up to 5 of the tenderer's most relevant deliveries in the last 3 years. The description shall also include recipients/contracting authorities, duration, business area/business process, value and the Tenderer's role/area of responsibility.

If the value cannot be specified due to confidentiality requirements, the tenderer is asked to specify the number of man-labour years for the tenderer's input.

The template in Appendix 1 must be used.

— Name and contact information of the reference client's contact person who can confirm this information, must be provided on request.

— A brief description of the Tenderer's methods and processes that are relevant in ensuring the quality for this type of assistance.

There should be no sales text or experience descriptions.

— An account of the company's quality assurance system/management system and any certificates issued by independent bodies.

Independence:

Tenderer must have an independent position in regard to the technical review that shall be carried out.

The requirement of independence in the execution of this quality assurance assignment stipulates that the tenderer cannot have or have had assignments for The Norwegian Labour and Welfare Administration in the IT area, or be in obligated collaboration with tenderer who have or have had such assignments.

— Self-declaration;

— Tenderer shall confirm that there are no conflicts of interest that can overshadow the tenderer's ability to provide neutral execution of the assignment.

Prosedyre
Objektive utvelgelseskriterier:

Selection of tenderers.

The contracting authority will invite at least 3 of the qualified tenderers to submit tender offers, provided that there are a sufficient number of tenderers qualify.

The selection will be based on the degree of fulfilment of the below named qualification requirements, cf. point 3.4.

The assessment will be based on the following weighting:

Qualification requirement: Weight:

Ability to fulfil the contract 35 %;

Experience 35 %;

Methods for quality assurance 30 %.

The assessment of the tenderers will take place in the following manner: The tenderer's will be given a character for each qualification requirement on a point scale from 0 to 10 where 10 is the best. Each of these character will be multiplied with the relevant weighting.
