The contract is for 4 years and it is a framework agreement. Oslo Police District shall enter into a contract for the procurement of analogue and digital signs as well as for a new information system in Grønlandsleiret 44. Other parts of Oslo Police District or the police otherwise shall be able to join the contract if needed.
The contract is for signs on facades, external signs, internal signs and a digital system. Oslo Police District would like tenderers who are sent the requirement specifications to propose where digital signs, alternatively analogue signs, shall be used.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
Certificates of registration in professional registers as determined by legislation in the countries in which the tenderers are established.
A VAT certificate is required (National requirement).
A tax certificate is required (National requirement).
A self-declaration in accordance with the Regulations' Annex 2 regarding HSE is required (National requirement).

The company's most recent Annual Report, including new information of relevance to the company's fiscal figures.
Presentation of the company's Annual financial statements or extracts thereof
Statement of the company's turnover for the last few years, with relevance to this contract.
Tenderers must show the accounts for the last 5 years of operations.
Teknisk og faglig kapasitet:
Overview of the company's total manpower.
The company's most important assignments over the last 3 years, including their values, dates and recipients (applies to goods and services contracts).
Statement regarding the company's health, safety and environment policy.
Statement regarding the company's quality assurance system/quality management system
The most important assignments in the last 3 years must be for more than 250 000 NOK.
Description of the technical units that the tenderer will have at his disposal for the fulfilment of the contract, whether they work directly for the tenderer or not, particularly those responsible for the quality control.
A description of quality assurance methods that are used at the tenderer and a description of work that is carried out as regards product development, this can be documented by enclosing certificates for ISO certification or equivalent.
For example, enclose a sign plan for both digital and analogue signs equivalent to the project size.
Describe the assembly capacity and assembly competence (e.g. 3M or equivalent assembler competence).
Universal design must fulfil TEK 10.
A total supplier is wanted, so if a company cannot provide the entire product spectrum, they must join up with others in order to submit a complete tender.
All the signs must have text in Norwegian and English.
Tenderers must have established relevant environmental measures as regards the environmental impact that the company can cause when carrying out the requested services. These measures must be briefly described, alternatively they can be documented through established environment management systems such as ISO:14001, EMAS certification, ‘svane’ certification, ‘miljøfyrtårn’ certification or equivalent.

Membership in relevant recycling systems. If a tenderer is a manufacturer or importer of products which are included in a business financed recycling system, a certificate of membership shall be presented or the membership number from recycling system. If such membership is lacking, membership shall be obtained before the contract is signed. The following products are included in the recycling scheme: Batteries, vehicles, wrecked vehicles, corrugated cardboard, drinking cartons, packaging cartons, electrical and electronic products (EE), bottles and cans, glass packaging, refrigeration media, metal packaging, metal and plastic buckets and plastic packaging.
