Scope of the procurement.
The Norwegian National Police Directorate (POD) intends to acquire a proven ICT solution to better support international police cooperation in an investigative and intelligence context and support new work-flows provided by the Prüm and PCSC agreements. The solution will operate the information exchange of police information between Norway and its international partners. In order to efficiently perform these tasks, the solution must integrate with several police registries and provide advanced and comprehensive functionality for investigative tasks.
POD is looking for a proven commercial off-the-shelf solution used by organizations similar to the Norwegian Police Services (NPS), within the areas of law enforcement, intelligence or defence.
The procurement will be split over 2 standard government contracts for information technology projects, specifically SSA-T and SSA-V. The SSA-T contract will cover the acquisition, analysis, specification, customization and configuration of the solution. The SSA-V contract will cover maintenance of the delivered solution throughout the contract period.
The scope is further described in the prequalification basis.

Beskrivelse av opsjoner:

The contract may include a non exclusive option related to integration and analysis of passenger manifests (API/PNR). The contract may include a non-exclusive option related to automated translation. The contract will include several options related to integration against various police registers and several minor options.

Egnethet til å utøve yrkesvirksomheten:

The contender should not have tax arrears related to payment of taxes to the public.

Norwegian contenders:

Tax certificate, joint certificate for tax and VAT, no older than 6 months from the closing date for the request to participate (the certificate — form RF-1316 — can ordered from the Norwegian Tax Administration or alternatively ordered and retrieved using Altinn.)

International contenders:

Similar valid documentation/certificates, issued by the competent authority to the effect that the contender has fulfilled their obligations relating to the payment of taxes, social security contributions and VAT. Such documentation/certificates must be issued by equivalent authority where the contender is established.

The interested party shall document that the enterprise is legally established.

Certificate of registration (‘Firmaattest’)

Documentation that the company is registered in relevant registries according to legislation in the country where the contender is established.

The certificate must have been issued within the 12 months prior to the deadline for the request to participate.

Økonomisk og finansiell stilling:

The contender shall have sufficient economic and financial capacity to fulfil their contractual obligations.

The contender must have had revenue above 30 MNOK in each of the last 3 years.

The contender must provide a solvency assessment with score equivalent to S&P A or higher.

The economic and financial situation shall be documented by the contender with the following information:

1. Approved financial statement with the annual report and auditor's report from the three latest fiscal years supplied with any recent information of relevance.

2. Solvency Assessment from a business with a license to operate a credit information bureau. The assessment must:

— be based on the most recent annual or later financially relevant information;

— provide information on credit worthiness and the degree of bankruptcy risk;

— not be dated earlier than 3 months prior to the closing date for submission of request to participate.

If the contender cannot — for valid reasons — produce the documentation the customer has requested, the contender may evidence their economic and financial position with any other document that can fulfil the qualification requirement.

PFT reserves the right to perform a solvency assessment from a credit information bureau of its own choosing.

Teknisk og faglig kapasitet:

The contender shall have established suitable methods and/or systems to ensure the quality of the deliveries.

A copy of certificates (ISO9001 or equivalent) issued by an accredited certification body that documents that the contender has implemented quality assurance measures relevant to the scope described in chapter 3.

Alternatively: If the contender is not certified according to relevant standards a brief presentation of the contender's methods and/or systems for quality assurance must be provided. The documentation must give an overview of the methods used and in particular elaborate on the software development life-cycle and how methodology, testing, processes and routines help maintain a high quality in deliveries.

The contender shall have established suitable methods and/or systems to ensure information security.

A copy of certificates (ISO27001 or equivalent) issued by an accredited certification body that documents that the contender has implemented information security assurance measures relevant to the scope described in chapter 3.

Alternatively: If the contender is not certified according to relevant standards a brief presentation of the contender's implemented methods and/or systems for information security assurance must be provided. The documentation must give an overview of how the organisation works with confidential information and in particular elaborate on the security development life-cycle and how the organisation through methods, processes, routines, training, processes and management maintain information security.
