The procurement can be divided up into several contracts, see the tender documentation for further details.The tender notice is for both a supplies contract (delivery of signs and assembly material) with an option for address number signs, and a service contract for laying foundations for and setting up the signs.Parts of the assignment have been announced as an option. This means that the municipalities can choose to use the contract, but they are not obligated to do so. As regards the service contract, the municipality could lay the foundations for and set up the signs themselves. The supplies contract has an option for address number signs, depending on whether the municipalities offer their inhabitants the chance to order address number signs from them.The supplies contract.The municipalities will provide lists for the procurement of supplies and a sign plan for the procurement of services for setting up signs.The municipalities are at different stages in their address projects. It is, therefore, not possible to give exact information on the amount of signs for all the roads in all the municipalities when this tender is announced. However, Annex 15 Calculated Need, has been attached, which provides a rough estimate of the total estimated amount of the different types of address signs, for tenderers to use in their calculations. The estimated figures are not binding for the municipalities.Options for other types of signs.The municipalities shall be able to procure other types of road signs under the framework agreement for signs. These can be Forbidden Signs 362-368 Speed limit lower than the national limit, cf. the Road Traffic Act §6, Danger Signs (100-156), Other forbidden signs (302-306, 310-337, 370-378). Command Signs (402-406), Information Signs 508-514, 518-522, 526, 548-550, 552, Information Signs 516, 524, 527-542, 556-560 and other types of service signs, as well as under signs.The service contract.The municipalities can use existing signposts from the Norwegian Public Roads Administration and others to fix the address signs. Tenders for setting up the address signs shall, therefore, have a separate item price for the assembly of the address sign on an existing fixing.Parallel framework agreements can be signed with several tenderers in order to ensure that all the municipalities are covered.The total value of the procurement/contract is above the EEA threshold for supplies and service procurements. The contract's total value for the entire period is most likely to be approx. 10 000 000 NOK. This is for all the participants and the different signs and different types of assembly material. The contracting authority draws attention to the fact that this is only an estimate and it does not reflect what the contracting authority is willing to pay for the supplies/service.It is not possible to provide an estimate for the service contract at the current point in time. Not all of the municipalities have decided whether they would like to carry out the foundation and assembly work themselves or procure these services.As regards assembly equipment, each tenderer must make an estimate of the amount based on the amount of different types of signs. Cf. the estimated amount of signs in annex 15. A ratio is set up in the price form for evaluating the offered prices in the tender. The ratios that are used in the price form are only a rough estimate and do not necessarily reflect the need.10 000 00015 000 000
