It is, therefore, not possible to give exact information on the amount of signs for all the roads in all the municipalities when this tender is announced. However, Annex 15 Calculated Need, has been attached, which provides a rough estimate of the total estimated amount of the different types of address signs, for tenderers to use in their calculations. Tenders for setting up the address signs shall, therefore, have a separate item price for the assembly of the address sign on an existing fixing.Parallel framework agreements can be signed with several tenderers in order to ensure that all the municipalities are covered.The total value of the procurement/contract is above the EEA threshold for supplies and service procurements. The contract's total value for the entire period is most likely to be approx. 10 000 000 NOK. This is for all the participants and the different signs and different types of assembly material. The contracting authority draws attention to the fact that this is only an estimate and it does not reflect what the contracting authority is willing to pay for the supplies/service.It is not possible to provide an estimate for the service contract at the current point in time. Not all of the municipalities have decided whether they would like to carry out the foundation and assembly work themselves or procure these services.As regards assembly equipment, each tenderer must make an estimate of the amount based on the amount of different types of signs. Cf. the estimated amount of signs in annex 15. A ratio is set up in the price form for evaluating the offered prices in the tender. Option for services — foundations for and assembly of signs Contracts could be signed with one individual tenderer per participating municipality, but we reserve the right to enter into a sufficient number of contracts to cover the municipalities that require this option.

Tenderers are required to have a legally established company.
Apprentices are to be used in the actual contract for laying foundations and assembly within two years of the start of the contract.
Tenderers are to certified in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling: Tenderers shall have the economic capacity to fulfil the contract.
Teknisk og faglig kapasitet:
Tenderers must have experience from equivalent assignments.
Tenderers shall have a good ability, both professionally, technically and capacity-wise to fulfil the assignment.
Tenderers must have a well-functioning quality assurance system.
Kontraktutførelse
Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem:
Invoices shall be sent per order based on the actual delivery. If orders are placed via an eCommerce platform, invoices cannot be sent for partial deliveries. The specification must be set out so that it is possible for the recipient to receive the goods properly.

The county and most of the municipalities have implemented electronic invoice processing. Invoices must comply with the following requirements:
— Our reference for the order, which will be the initials of the institution + the name of the person placing the order.
— Delivery address (GLN number, if eCommerce).
— The company's reference number.
— Avoid handwritten invoices.
— Avoid invoices written on matrix printers (weak print).
The payment terms are 30 days from the invoice date. There shall not be any fees or supplements, in the form of order, invoice or administration fees.
Andre særlige vilkår:
The regulations dated 1.3.2008 on wage and working conditions in public contracts state that social dumping is prohibited in public procurements, including requirements regarding work standards and a proper working environment. Employees shall be ensured normal wages and working conditions. This also applies to employees at any sub-suppliers who are directly involved in the fulfilment of the contract.

For areas that are covered by the Regulations on Common Tariff Agreements, the tenderer shall have wages and working conditions that are in accordance with the prevailing regulations.
For areas that are not covered by such regulations, the wages and working conditions shall be in accordance with the prevailing nationwide tariff agreement for the branch in question.
Tenderers for the service contract must have a well-functioning environmental management system.
All tenderers must answer the contracting authority's questions on the environment so that the contracting authority has an environmental overview of its suppliers.
