Procurement of a turnkey contract for alterations in Vågeveien 4

On behalf of Kristiansund municipality C/o Property Operations, tenderers are invited to submit a tender for a turnkey contract for the renovation and alteration of the property Vågeveien 4 in the centre of Kristiandsund.
Vågeveien 4 is a previous commercial building with shop premises/offices/stores over 4 storeys + a loft. Kristiansund municipality has acquired the property and would like to develop it for office premises for its own entities. The building, which is located next to the Town Hall, shall be included in the term ‘Town Hall Square’. In the long term the Town Hall and Vågeveien 4 will be connected with a lamella between them, but this is not included in the project.
The tender is for a turnkey contract for the renovation and alteration of Vågeveien 4 and it comprises all construction work, technical disciplines and installations, with the accompanying auxillary work. Tenders shall be submitted on the basis of the following description and the attached project documents, as well as on the basis of the contractor's own assessments from a site inspection of the place.
Costs or disadvantages resulting from a lack of knowledge of the buildings will not be compensated.
A joint site inspection will be held.

Requirement: The tenderer shall have tax and VAT payments in order. Documentation requirement: — Tax Certificate/VAT Certificate. A certificate for tax and a certificate for paid duties issued either by the local tax office or the tax collection office where the tenderer has their headquarters. See (http://www.skatteetaten.no/no/Alt-om/Skatteattest/) — Foreign tenderers shall submit certificates from equivalent authorities to the Norwegian ones.

Requirement: Tenderers shall be a legally established company. Documentation: Company registration certificate.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have good economic and financial strength in relation to the operations in general and in relation to the nature of this procurement. A minimum overall credit rating character of A (credit worthy) or better is required, outlined in the RavnInfo.no rating. Documentation requirement: The contracting authority will obtain information on the credit rating via RavnInfo.no credit information company. It is therefore unnecessary to submit these details. (RavnInfo.no contains key information on all enterprises in Norway). The tenderer is requested to check if such information is available at RavnInfo.no If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement: Tenderers shall have experience from a minimum of 3 equivalent assignments in the last 5 years. ‘Equivalent’ means assignments of an equivalent nature, complexity and extent. Documentation requirement: Description of the tenderer's 3 most relevant contracts in the course of the last 3 years. The description must include the contract value, date and recipient (name, telephone no and e-mail address). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description substantiating relevance.

Requirement: Tenderers must document the necessary qualifications in accordance with the current Planning and Building Act. Documentation requirement: A copy of central certification of the company. Engineering Design and Execution: Construction work will be classified in development class 2. Some technical disciplines will be classified in development class 3.

Requirement: Tenderers must document a quality assurance system that is dimensioned for the project. Documentation requirement: A statement regarding the tenderer's quality assurance system/quality management system or a copy of the system certificate issued by the accredited certification bodies or similar documentation.

Requirement: Tenderers must have qualified key personnel for the assignment. The offered key personnel must have experience from relevant reference projects, i.e. project manager, foreman at the construction site and HSE manager. These shall speak Norwegian. Documentation requirement: CVs with documentation of education and experience for the assignment's key personnel.

Requirement: Tenderers shall be a registered apprentice company affiliated to an apprentice scheme. Apprentices shall be used in the execution of this project. This also applies to sub-suppliers of technical disciplines (HVAC and electro disciplines). Documentation requirement: Documentation that the suppliers are registered apprentice companies and affiliated to an apprentice scheme. Confirmation that apprentices will be used in the project.
