Procurement of a platform for templates

Departementenes sikkerhets- og serviceorganisasjon, DSS (The Norwegian Government Security and Service Organisation)

The Governments Security and Service Organisation (DSS) takes care of
security services, ICT development and operations, communication services and
joint services for the joint ministries in Norway. DSS is under the Ministry of
Local Government and Modernisation.
The Information and Communication Technology Department (ICT), which
is holding this procurement, operates central ICT systems for
the Office of the Prime Minister and the ministries in addition to local systems internally in
DSS. The ICT systems include, amongst other things, network, telephony, databases and
applications.
DSS shall enter into a contract with a tenderer for the procurement of software/services and
maintenance of a platform for templates. Hereafter called the ‘system’. DSS has an important role in the design of MS Office based document templates and logos for the joint ministries. DSS would like a system that makes it practical and user friendly for the person responsible for design to make the changes our customers (the ministries) would like, without a programmer having to be involved. The system shall contribute to a better process and system support to build, update and distribute templates for unstructured documents. A contract shall be signed that covers the procurement of software/services, maintenance, training, support and further development of the system. In addition the contract includes a right for DSS to procure additional services within assistance and further development, as well as supplementary procurements of licences and additional products for system as needed.

Beskrivelse av opsjoner:
DSS is the contract party and the contracting authority for the procurement. The system shall apply for DSS and all the ministries that DSS provides ICT services for. Other entities in the joint ministries, including the Ministry of Finance, the Ministry of Defence, the Ministry of Justice and Public Security and the Ministry of Foreign Affairs, shall have an option to join all or parts of this framework agreement at any time in the contract or option period, on the same terms as the contracting authority.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers shall have paid their taxes and fees (Norwegian tenderers only).
Documentation requirement: Tax and VAT certificate, not older than six months from the tender deadline.
2) Tenderers must be a legally established company
Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in the tenderer's home country.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient economic and financial capacity to fulfil the contract as described in chapter 2 in the qualification documentation.
Documentation requirement:
— Annual report, the auditor confirmed annual accounts and an overview of the turnover for the accounting year 2015 or the last available year.
— Credit assessment, with key figures, not older than 12 months, from a certified credit rating agency.
Teknisk og faglig kapasitet:
4) Tenderers shall have relevant experience from equivalent deliveries of a system/engine for document templates, including the provision of additional services such as adaptations, further development, maintenance and support as described in chapter 2 in the qualification documentation.

Documentation requirement: A list of relevant deliveries during the last 3 years.
Tenderers shall document their experience as specified in Annex B of the qualification documentation. Equivalent deliveries mean the delivery of template systems with stated additional services for entities of comparable complexity and size (minimum 500 users). In value terms the tenderer ought to be able to refer to references that as a minimum have given a turnover of 300 000 NOK excluding VAT per annum. References older than the last three years can also be submitted if they document relevant experience with equivalent deliveries.

5) Due to the extent and critically, tenderers must have sufficient personnel and competence to carry out troubleshooting and development, in addition to general assistance with the system at short notice.
Documentation requirement: A description (overview) of the tenderer's technical personnel that the tenderer has available for the fulfilment of the contract, including a short description of each individual's competence. Note that CVs shall not be submitted as a part of the qualification application.

Begrunnelse for rammeavtaler med varighet over fire år:
The contract period is for a minimum of 2 years from the date the contract is signed. The minimum length can be a topic in the dialogue if a longer binding will give better terms. In addition DSS shall have an option to extend the contract for 1 year at a time for up to 8 years. The maximum length is therefore 10 years. The length of up to 10 years is meant to see to the need for maintenance, supplementary procurements of licences and any further development of the implemented system throughout the entire system's lifetime.

Provided that there are a sufficient number of qualified tenderers, the DSS will invite a minimum of 3 and a maximum of 5 of the most qualified tenderers to the dialogue. The selection will only be based on the tenderer's reply to qualification requirement 4 (experience) in the table in chapter 3 above.
