Oslo kommune, Eiendoms- og byfornyelsesetaten (EBY) [Oslo municipality, the Agency for Real Estate and Urban Renewal]

EBY needs a framework agreement for fire prevention measures, including service agreement (control and maintenance) for fire installations etc. (see the requirement specification for further information). Necessary auxiliary works (plumbing services and any electrical services if the option is released) shall be part of the submitted prices. The framework agreement shall also include delivery of service parts, fire extinguishing equipment and the like.

The framework agreement pertains to service agreements (control and maintenance) on technical fire installations/devices, extinguishing equipment and fire barriers with fixed intervals. The properties that are included in this agreement are located in Oslo kommune and the surrounding neighbouring municipalities, including Asker. The properties include everything from nursery schools, social housing and commercial buildings to mountain installations and technical constructions etc. The framework agreement is also an agreement that provides the Contracting Authority freedom to place orders in the framework of the agreement, but the Contracting Authority is not obliged to purchase a set amount. The scope of this agreement is at all times dependent on grants and need. Therefore tenderers must expect large variations in consumption materials and number of hours.Necessary auxiliary works shall be included in the submitted prices. Plumber, and the person providing supervision of fire cells will be included in the term ‘auxiliary works’.

Beskrivelse av opsjoner:
The contract has a duration of 2 years with the possibility to extend 1 year + 1 year on verbatim terms.
EBY has an existing framework agreement that applies to electrical services and is in place until 31.10.2016. This will in certain circumstances be usable with the major works (defined as works over 5 000 NOK, see under point 6.1) until the agreement terminates.

If the new electrical agreement does not include works that could be comprised by this framework agreement, EBY will, pursuant to the agreement, be able to release the option on electrical services from the tenderer. Minor works (work limited up to 5 000 NOK) must be executable regardless of whether the option is released or not.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: The tenderer shall be a legally established company.
Documentation: Norwegian companies: Certificate of Business Registration.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation: Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted and it must contain the key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution.

EBY reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
Requirement: Tenderers are required to have the necessary professional qualifications/certifications and experience from equivalent assignments.
Documentation: Documentation on the tenderer's certifications/approvals regarding control and maintenance of all of the technical fire installations/devices that this framework agreement includes (these are named under point 7.3 in the requirement specification). For example, documentation that the tenderer is FG approved for control and maintenance, or equivalent documentation satisfies the documentation requirement. For example, as regards maintenance of sprinkler systems, the tenderer's documentation that they have personnel with ‘blue’ competence certificate issued by the or example vendor documentation that this holds personnel with ‘blue’ certificate of competence issued by the Council for Maintenance of Fire Extinguishing materials will be satisfactory documentation. For example, as regards maintenance of hand held fire water hose reels, equivalent documentation that the tenderer has personnel with ‘green’ card, issued by the Council for Maintenance of Fire Extinguishing Materials, will be satisfactory documentation.

The tenderer who can document sufficient competence in another manner will also be considered qualified.
Main supplier and sub suppliers must have the necessary and updated certifications and approval for the relevant work they shall carry out. If not, their tender offer will be rejected.
An overview shall be provided of the tenderer's completed assignments in the last 3 years. Reference persons must be stated, and the contracting authority given permission to contact them.
Requirement: The tenderer's contact person is required to have technical fire competence.
Documentation: Documentation in the form of CFS for the person who will be utilised as the contact person for the assignment. The contact person shall have documented technical fire competence (for example fire engineers, fire men or similar). 5 years of industry experience in the speciality area of fire can compensate for formal education.

Requirement: A good ability to fulfil the contract is required.
Documentation: Overview of the company's total manpower.

The tender shall state whether sub suppliers shall be used.
Requirement: A good and well functioning quality assurance system for the service to be delivered is required.
Documentation: Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The contracting authority will also accept other documentation that shows that the tenderer has equivalent quality assurance measures. As a minimum, a general description of the system's contents must be provided, including an overview of inspection plans, check lists and safe job analyses etc. that are relevant for this contract.
