Procurement of a framework agreement for assistance from a TV installer (cable network) and a maintenance contract for TV centre

Departementenes sikkerhets- og serviceorganisasjon, DSS (The Norwegian Government Security and Service Organisation)

DSS would like to enter into a framework agreement for assistance from a TV installer connected to the TV cable network and the TV centre in the joint ministries. Furthermore, a maintenance contract/service contract shall be included for DSS established TV centre. Tenderers can submit tenders on 1 or more of the contracts. Interested tenderers are asked to clarify in the tender letter whether the tender is for 1 or both of the contracts. See the description in point 2 below.

Both contracts will be valid for 2 years from the date they are signed. In addition there is an option for a contract extension for a further 2 years, 1 year at a time. The contract's value is estimated to be 2 500 000 NOK excluding VAT, of which approx. 2 200 000 NOK is for assembly and approx. 300 000 NOK is for maintenance of the TV centre.The estimate is made on the basis of the current consumption and is thus not binding for the contracting authority. The procurement will include assistance with configuration of and troubleshooting for the TV centre and assistance with changes, such as an expansion of branches and new points, service, troubleshooting and the operation of the existing cable TV installations. Necessary equipment and spare parts for the assistance and maintenance can be included if there is a need in the contract period. The contract is based on the Government's Standard SSA-B Contract on Assistance from a Consultant.

There is a need to establish a new maintenance contract (also called a service contract) for DSS established TV centre. The contract is based on the Government's Standard Small Maintenance Contract.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have paid their taxes and fees (Norwegian tenderers only).
Tenderers shall be a legally established company.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient economic and financial capacity to implement deliveries of TV installer assistance and/or maintenance of a TV centre with accompanying services, to the extent described in chapter 2 above.
Minste nivå(er) av standarder:
— Annual report, auditor approved annual accounts, auditor's report for the fiscal year 2014 or the most recent available year;
— Credit assessment, with key figures, not older than 12 months, from a certified credit rating agency.
Teknisk og faglig kapasitet:
Tenderers shall have relevant experience from corresponding provisions of TV installer assistance and/or TV centre to the extent described in chapter 2 above.
Tenderers shall be an authorised cable TV installer (KIA / ECOM) for the assistance contract (TV installer).
Tenderers shall have sufficient capacity and manpower to provide the service (TV installer and/or service of the TV centre) to the extent described above.
Tenderers shall be a certified GET service partner by the contract start-up date/contract start.
Minste nivå(er) av standarder:
A list of relevant assignments (maximum 8) during the last 3 years. Relevant assignments means the provision of similar services, to the extent described above.
Tenderers shall document their experience as specified in Annex D.
Each reference case shall include the contracting authority's name. Description must clearly state:
— Description of the delivery;
— The tenderer's role/responsibility;
— Duration of the assignment;
— The assignment's value.
Confirmation of certification or certification proof from the Norwegian Communication Authority.
A description (overview) of the tenderer's technical personnel that the tenderer has available for the fulfilment of the contract, including a short description of each individual's competence.
Confirmation from GET of partner status/certification.
Kontraktutførelse
Innskudd og garantier som kreves:
Tenderers shall have sufficient economic and financial capacity to implement deliveries of TV installer assistance and/or maintenance of a TV centre with accompanying services, to the extent described in chapter 2 above.

Andre særlige vilkår:
Tenderers shall be an authorised cable TV installer (KIA / ECOM) for the assistance contract (TV installer).
Tenderers shall be a certified GET service partner by the contract start-up date/contract start.
Personnel from the chosen tenderer who shall assist DSS with the offered system, shall, as a minimum, be security cleared to the degree Confidential in accordance with the procedures at the Norwegian.
National Security Authority (NSM). Tenderers must, therefore, have available personnel who are security cleared. The tenderer will be responsible for ensuring that there always are available security cleared and certified personnel who can provide the services in accordance with this Contract. The security clearance for personnel who shall carry out assignments at DSS must be presented before the assignment starts.
