Procurement of a collaboration contractor: Demolition, engineering design services for and the construction of Bogerud Gård nursery

Omsorgsbygg Oslo KF [Oslo municipality, the Municipal Undertaking for Social Service Buildings]

Bogerud Gård Barnehage in Bogerudveien 102 includes what is currently known as Bogerud farm and Bogerudsletta nursery. These have previously been two independent nurseries, which were merged at the start of 2016. After the project has been completed, the nursery shall preferably have one building that includes all the departments.
The buildings consists of the main building (the farm building), which dates from approx. 1 900. In addition there is an extension to the main building (Bogerud farm nursery), as well as a free-standing building (Bogerudsletta nursery). Both buildings are from the mid-1960s. These buildings have a total of 9 departments and approx. 1100 m²
(including the basement area of the main building + the extension).
The intention is that the extension to the main building and the free-standing building on the site shall be demolished. There is uncertainty as to whether the main building can be demolished, as it is been listed, but the Cultural Heritage Management Office has not yet clarified to what extent the building is listed.
The engineering design services for the new nursery (preliminary project) shall be prepared whilst the demolition is going on. A capacity expansion shall be engineered at the nursery with up to 12 departments, this will be clarified in the preliminary project phase.
The assignment also includes the development of the outdoor area.

The tenderer must have the financial capacity to carry out the assignment/contract.

— The company's last 2 annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers,
— The contracting authority reserves the right to obtain a credit assessment/rating, which is based on the last known accounting figures. The rating will be carried out by an publicly certified credit rating institution.
Teknisk og faglig kapasitet:
Tenderers shall have good capacity to execute the assignment.
Documentation requirement:
— A statement of the tenderer's average workforce and the number of employees in the administrative management in the last three years (can be a competence matrix or organisation chart).
Tenderers shall have a well-functioning quality assurance system that is relevant for the execution of this assignment.
Documentation:
— Certificate for the company's quality assurance system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001.
Instead of certificates, other equivalent documentation on quality assurance measures may be accepted. We request information regarding the name of the system and to have a detailed table of contents as well as an explanation of how the system is used in practice.

Tenderers shall have good experience from equivalent deliveries.
Equivalent deliveries means that the tender shall have experience from assignments of the same nature, complexity and extent. The assessment will, amongst other things, but not exhaustively, emphasise experience from:
— Turnkey contract of an equivalent extent.
— Engineering design services for and the construction of buildings with high environmental ambitions.
— BREEAM-NOR-certification of buildings.
— Collaboration contract/partnering
— An overview of the most important deliveries in the last 5 years. The overview should state the value, type of contract, as well as time and place the work was performed, and indicate whether the works were professionally and properly completed.
Documentation of completed work is to be given in annex 10 ‘Template for Project Overview’.
Experience with BREEAM-NOR certification and experience with passive house can be documented in another way if necessary.
Individual CVs are not requested under this qualification requirement.
