Oslo municipality, c/o the Development and Competence Agency, Group Procurements Division, hereafter called the contracting authority, invites tenderers to an open tender contest for a framework agreement for school books for Oslo municipality's entities.The framework agreement will cover the delivery of school books for Oslo municipality. The largest user is the Education Department, with a volume of approx. 180 teaching places with approx. 75 000 pupils i.e. primary and secondary schools, 6th form colleges and adult education. In addition there will be a lessor need for nurseries, the activity schools, the Arts Department and Departments at Rikshospitalet, Oslo prison and Bredtveit prison, who can make call-offs as needed.In addition some nearby municipalities, see point 1.4 and two special schools which are located outside Oslo, Brusetkollen in Asker and Grepperød in Sperrebotn will also be included in the contract.In addition there will be deliveries to:Oppegård municipality;— Lørenskog municipality, which could join the contract from 1.8.2016;— Ski municipality, which could join the contract from 16.5.2017;— FIK — Felles innkjøpskontor (Vestby, Frogn, Ås and Nesodden municipalities), which will join the contract from 16.5.2017.The total volume for these is estimated to approx. 10 000 000 NOK. The total volume will be approx. 70 000 000 NOK.280 000 000

Obligatory requirements:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement:
— Tenderers shall be a legally established company.
Documentation:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
— The tenderer must have the economic capacity to carry out the assignment/contract.
Documentation:
— The company's last 3 Financial Statements including notes, managements, Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.
— The contracting authority reserves the right to obtain credit appraisal on its own initiative.
Teknisk og faglig kapasitet:
Requirement:
— Experience from similar contracts is required;
— A good and well-functioning quality assurance system is required for the services that will be provided.
Documentation:
— List of the most important deliveries or services performed in the last 3 years. Including information on the value, a short description of the type of delivery, date and the name of the public or private recipient;
— A description of quality assurance methods.
