The purpose of the contract is to cover the contracting authority's need for technical consultants for, amongst other things, preliminary engineering design services, preparation of tender documentation, construction management and general advice. The consultancy services are wanted for municipal engineering installations, with an emphasis on water, sewage, sanitation, roads, sites, parks:
Part 1. Water and sewage transport, i.e. pipeline network
Part 2. Water and sewage process, i.e. treatment facilities and network stations
Part 3. Environment mapping and pollution
Part 4. Municipal infrastructure (traffic planning and regulation, waste facilities, road installations and geotechniques)
Part 5. Bridge and wall constructions
Part 6. Sports facilities
Part 7. Parks and outside areas (green areas, leisure facilities and dam techniques/security)
Part 8. Project administration (project management and construction management) — PA
Tenderers shall be able to provide independent inspections within the disciplines where relevant.
Tenderers can submit a tender for one/several/all of the parts. Each sub area will be evaluated and
awarded separately and must therefore be priced independently of each other.

It is difficult to estimate the value of the framework agreement and the scope of each product. Based on historical figures,it is estimated that Ålesund municipality has procured services for approx. 4 000 000 NOK excluding VAT peryear. The expected volume in the other participating municipalities is expected to be considerably lower thanthis. The total estimated value of the contract will probably be 7 000 000 NOK-8 000 000 NOK excluding VAT per year.These figures are only rough estimates and are only meant to give tenderers a guide tothe scope of the contract. The scope of the contract can vary from this duringthe contract period. The contracting authority is not bound by the stated estimate/value.The volume per municipality/company/intermunicipal collaboration will, in the contract period, dependon i.a. the contracting authority's requirements, activities, budgetary situations and other frame factors.

Documentation requirement: The contracting authority will assess the finances of

tenderers through the company and accounting information system Bisnode AS.

(www.soliditet.no/creditcontrol) with the service CreditPro.

The Contracting Authority will not accept credit ratings from other company and

accounting information systems than Bisnode AS with the service CreditPro.

Tenderers can enclose other necessary information in the tender if a tenderer

believes that Bisnode/CreditPro does not provide a correct picture of the financial situation.

This also applies to foreign tenderers.

Minste nivå(er) av standarder:

Credit Rating.

Requirement: The financial capacity to fulfil the contract is required. The minimum requirement is that

the tenderer is credit worthy, A in accordance with Bisnode AS with the service CreditPro or

the financial capacity to fulfil the contract based on the contracting authority's judgement in

relation to the attached documentation from the tenderer.

Teknisk og faglig kapasitet:

Quality assurance system.

Documentation requirement: A report shall be enclosed on the tenderer's

quality assurance system/management system, or a copy of a system certificate issued by

accredited certification bodies or equivalent documentation.

The contracting authority will also accept other documentation which shows that the tenderer has

equivalent quality assurance measures. As a minimum a general description

of the contents of the system must be provided, including an overview of control plans and check lists that are

relevant for this contract.

Professional qualifications.

Documentation requirement: Documentation of central certification for the right to be responsible. Companies that

do not have central certification shall enclose the necessary basic information required to

document that the qualification requirements are fulfilled.

Experience.

Documentation requirement: A reference list shall be enclosed that shows 5 relevant

contracts in the last 4 years. The references shall include information on a contact person

and a telephone number, as well as a short description of the assignment's content.

Minste nivå(er) av standarder:

Quality assurance system.

Requirement: The services that are to be provided must have a good and well-functioning quality assurance system.

Professional qualifications.

Requirement: Tenderers are required to be highly qualified. Highly qualified

means that the tenderer, where relevant, as a minimum must fulfil the requirements for the

right to be responsible for development class 2 in accordance with the building application regulations.

Experience.

Requirement: Tenderers are required to have experience from similar assignments.
