The purpose of the contract is to cover the contracting authority's need for technical consultants for, amongst other things, preliminary engineering design services, preparation of tender documentation, construction management and general advice in the subject area building technical systems.
Consultancy services for the following disciplines are requested:
Part 1. Architectural services — ARK;
Part 2. Landscape architect — LARK;
Part 3. Consulting engineer, electrical engineering (electric power, telecommunication, automation, lifts, etc.) — RIE;
Part 4. Consulting engineer construction engineering — RIB;
Part 5. Consulting engineer fireproofing — RIBr;
Part 6. Consulting engineer, heating, ventilation and sanitation engineering — RIV;
Part 7. Project administration (project management and construction management) — PA;
Tenderers shall be able to provide independent inspections within the disciplines where relevant.
Tenderers can submit a tender for one/several/all of the parts. Each sub area will be evaluated and
awarded separately and must therefore be priced independently of each other.

Based onhistorical figures it is estimated that Ålesund municipality has procured consultancy services for the disciplines for an annual value ofapprox. 2 000 000 NOK excluding VAT The estimated values for the other participating municipalitiesare expected to be considerably lower than this. The estimated total annual value of the contract will probably be 4 000 000 NOKexcluding VAT.These figures are only rough estimates and are only meant to give tenderers a guide tothe scope of the contract. The scope of the contract can vary from this duringthe contract period. The contracting authority is not bound by the stated estimates/values.The volume per municipality/company/intermunicipal collaboration will, in the contract period, dependon i.a. the contracting authority's requirements, activities, budgetary situations and other frame factors.

Credit Rating

Documentation requirement: The contracting authority will assess the finances of

tenderers through the company and accounting information system Bisnode AS.

(www.soliditet.no/creditcontrol) with the service CreditPro.

The Contracting Authority will not accept credit ratings from other company and

accounting information systems than Bisnode AS with the service CreditPro.

Tenderers can enclose other necessary information in the tender if a tenderer

believes that Bisnode/CreditPro does not provide a correct picture of the financial situation.

This also applies to foreign tenderers.

Credit Rating

Requirement: The financial capacity to fulfil the contract is required. The minimum requirement is that

the tenderer is credit worthy, A in accordance with Bisnode AS with the service CreditPro or

the financial capacity to fulfil the contract based on the contracting authority's judgement in

relation to the attached documentation from the tenderer.

Teknisk og faglig kapasitet:

Quality assurance system

Documentation requirement: A report shall be enclosed on the tenderer's

quality assurance system/management system, or a copy of a system certificate issued by

accredited certification bodies or equivalent documentation.

The contracting authority will also accept other documentation which shows that the tenderer has

equivalent quality assurance measures. As a minimum a general description

of the contents of the system must be provided, including an overview of control plans and check lists that are

relevant for this contract.

Professional qualifications

Documentation requirement: Documentation of central certification for the right to be responsible. Companies that

do not have central certification shall enclose the necessary basic information required to

document that the qualification requirements are fulfilled.

Experience

Documentation requirement: A reference list shall be enclosed that shows 5 relevant assignments

in the last 4 years. The references shall include information on a contact person and

a telephone number, as well as a short description of the assignment's content.

Quality assurance system

Requirement: The services that are to be provided must have a good and well-functioning

quality assurance system.

Professional qualifications

Requirement: Tenderers are required to be highly qualified. Highly qualified is defined as

the tenderer, where relevant, as a minimum must fulfil the requirements to right to accept responsibility for

Enterprise class 2 in accordance with the act relating to planning and processing of building applications. For consulting engineer, fireproofing (RIBr)

Enterprise class 3 is required.

Experience

Requirement: Tenderers are required to have experience from similar assignments.
