Processing twigs and garden waste

Sandefjord kommune

The contracting authority shall procure a service for processing twigs and garden waste at Kastet Recycling Facility. The assignment includes the following services:
— Milling/crushing twigs and garden waste at Kastet Recycling Facility.
— Production and disposal of products from ready composted garden waste.
The estimated annual value is approx. 1.5 NOK — 2.0 NOK excluding VAT. There are no guarantees given for annual turnover or for the amount.

From 1.1.2017, the municipalities of Stokke, Andebu and Sandefjord shall merge to become a new municipality under the name of Sandefjord kommune. The new municipality will have approx. 60 000 residents.
The contract period is 4 years with an estimated start date 1.12.2016. From and including 1.1.2016, the agreement will be transferred to the new Sandefjord kommune.
Tenders cannot be submitted for only parts of the assignment. A contract will be signed with one -1- tenderer.
The deadline for submitting questions is: 28.9.2016, at 13:00. The tender deadline is 13.10.2016 (postmarked).

Requirement 1: Payment of public duties: Norwegian tenderers shall present a tax and VAT certificate by the tender deadline which shall not be older than 6 months, calculated form the tender deadline. The tenderer must not have substantial arrears. Any arrears must be justified separately.

Foreign tenderers must submit proof that the company has fulfilled its obligations regarding the payment of social security contributions and duties in accordance with the legal provisions in the country where the tenderer is established, or in Norway. A certificate issued by the relevant authority in the tenderer's home country will be seen as adequate. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a 'notarius publicus' or other competent authority in the home country.

Økonomisk og finansiell stilling:
Requirement 3 — Financial ability to fulfil the contract: Tenderers are required to have adequate financial ability to fulfil the contract.
Documentation: Presentation of the company's annual accounts (the most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. the auditor's report). Newly established businesses must submit a recent financial printout signed by the auditor.

Teknisk og faglig kapasitet:
Requirement 4 — Technical qualifications: A good ability to carry out the assignment is required, including:
— Sufficient experience from equivalent assignments;
— Sufficient capacity (manpower, tools/equipment etc., available area);
— Good quality assurance.
Documentation:
— Tenderers must provide a list of the most important deliveries in the last 3 years, including information on the value, date and recipient (name, telephone number and e-mail address). Listed references may be contacted as needed.
— A report and documentation of the manpower and implements, machinery, tools, materials or technical equipment that the tenderer can use for fulfilment of the contract/assignment.
— Tenderers must, as a minimum, have their an area of 15 decares available.
— An account of the company's internal control and quality assurance systems related to the execution of the contract. Tenderers are to account for and document how the quality control of the compost is carried out and how the disposal will be carried out so that it is in accordance with the current law.
