Ålesund kommune

The purpose of this procurement is to meet the contracting authority's need for a patient signalling system.
The municipalities shall enter into a framework agreement for the procurement, possibly hire, of an actual patient signalling system.
The signalling system must be built on open standards so that the electronic communication can function independently of the supplier, i.e. equipment from 1 supplier must be able to communicate directly with equipment from another supplier.
The municipalities focus on long term and smart systems that shall be able to meet the user needs at all levels.

The purpose of this procurement is to meet the contracting authority's need for a patient signalling system.
The municipalities shall enter into a framework agreement for the procurement, possibly hire, of an actual patient signalling system.
The signalling system must be built on open standards so that the electronic communication can function independently of the supplier, i.e. equipment from 1 supplier must be able to communicate directly with equipment from another supplier.
The municipalities focus on long term and smart systems that shall be able to meet the user needs at all levels.
Beskrivelse av opsjoner:
The contract will be valid for 2 years, with an option for the contracting authority to extend the contract for 1+1+1+1 year.
Reason for using a framework agreement that exceeds 4 years:
The municipalities have different ambitions as regards replacing/establishing new patient signalling systems and
as a starting point, the cooperating municipalities would like to have the same systems for as many of the municipalities as possible.
The municipalities will not be able to replace all the systems at the same time and the replacements will depend on
the municipalities' financial framework terms and political decisions.

Credit Rating:
The contracting authority will carry out an assessment of the tenderer's finances through the company and accounting information system Bisnode AS with the service CreditPro.
The contracting authority will not accept credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro. Tenderers can enclose other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide a correct picture of the financial situation.

Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company's financial and economic standing.
This also applies to foreign tenderers.

Credit Rating:
The economic capacity to develop and carry out the contract is required. A minimum requirement is that the tenderer is credit-worthy A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the contract, based on the contracting authority's assessment given in the submitted documentation from the tenderer.

Quality management system:
A concise description shall be provided of the overall quality assurance system that the tenderer will use for this contract.
Ability to fulfil contracts:
Tenderers shall give a general overview of resource persons (units and technical personnel) and experience for skilled workers/consultants at the tenderer within the relevant disciplines, and how the resources will be organised for the execution of this contract.

Strategy and development:
A short, general description of the company shall be given, including
— the company's business idea;
— the company's commitment to current VFT systems;
— the company's commitment to future VFT systems.
Emphasis will be put on an account of the company's strategy for the delivery being a part of a joint platform, with emphasis on integration, good functionality and a commitment to product development.

The framework agreement includes the delivery of a patient alarm system/patient signalling system.
The contract value is estimated to be below the EEA threshold values for supplies and services; 1 750 000 NOK and is published accordingly. The participating municipalities have different ambitions. Some municipalities have new buildings which shall have patient signalling systems installed, and other signalling systems shall be replaced at the municipalities' institutions/sheltered accommodations. An estimated contract value is impossible to state, as this is dependent on concrete activities and decisions for each participating municipalities.
