The Norwegian Parliament has, through the presentation of Proposition No 151S (2015-2016) ‘Kampkraft og bærekraft’, suggested major structural alterations, and of which the Evenes area is 1 of several target areas.
The Norwegian Parliament recommends to establish a base for combat aircrafts and maritime surveillance resources protected by air and base defence. The Evenes area is also an area that is important for reception of allied forces. The preliminary plans shows an investment frame between 3 — 4 000 000 000 NOK. The contract period is 8 years.
The framework agreement shall be valid for all engineering design assignments in connection with new investments and renovation works for the development of the Evenes area Planning/zoning works for the air station shall, as a starting point not be included, as this is included in an existing agreement made by the Norwegian Defence Estates Agency. The planning/zoning works not included in existing agreement, may however be called-off under this framework agreement.

The tenderer shall be creditworthy. The tenderer must have the financial capacity to carry out the contract.
Teknisk og faglig kapasitet:
The service provider (as a company) shall have very good expertise within engineering design of large buildings and plants.
If the tender requires use of sub-providers, or if several companies are submitting tenders jointly, the total joint competence is not required to be developed in co-operation between the various companies. The service provider shall have good delivery capacity for services required in the framework agreement.

The Norwegian Defence Estates Agency intends to invite between 3 and 8 tenderers who will be given the opportunity to submit tenders, as long as a sufficient number of qualified tenderers register. If the number of qualified service providers exceed the limit given by the Norwegian Defence Estates Agency, providers that best fulfil the requirements 5, 6, and 7 in point 4.1.I in the qualification documents will be selected.
