Enova has entered into a contract with 7 energy market participants with accompanying consortiums. The agreement involves implementation of a total of 7 pilot projects for mapping the effect of the various communication systems from digital energy meters (AMS) have on Norwegian household's energy consumption.
The objective of the procurement is to enter into a contract with a provider regarding consultancy service for the establishment of a database, execution of analyses and assessment of the effect of various types of feedback in connection with implementation of the 7 pilot projects. The pilot projects shall demonstrate technologies, services and business models for real-time information about electricity consumption which provides the highest possible energy conservation and assists in increasing awareness of energy consumption.

Requirement:

Tenderers shall have sufficient financial strength to comply with the contractual obligations.

Documentation:

The tenderer's Annual Financial Statements including notes with the Board's and the auditor's reports from the last 2 years.

If the Annual Financial Statements for the previous year are not finished before the qualification deadline for this contest expires, the preliminary Annual Financial Statements for last year shall also be attached.

Enova reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Requirement:

The tenderer must have adequate implementation ability.

Documentation:

A short, general description of the company shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business activities.

— Description of how the service provider is organised for the execution of this contract.

— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.

The tenderer shall have good experience from equivalent assignments.

A short description of minimum 3 equivalent assignments during the last three years shall be given. The tenderer must substantiate experience from assignments within data processing and analysing. The reference project must be equivalent to this assignment in relation to nature, complexity and scope. C.f. the description of the objective and scope in the qualification documents' point 1.2.

It is requested that the stated reference projects are related to analysing energy consumption in Norwegian households.

The description of the references shall as a minimum contain:

— A brief description of the delivery.

— Time of execution

— Scope of delivery in monetary amount.

— Name, and telephone number of the reference person at the Contracting Authority.

The Contracting Authority must have the possibility to contact the contact persons who are listed.

Objektive utvelgelseskriterier:

If there are a sufficient number of qualified service providers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of 3 and a maximum of 5. The selection will be based on which tenderers are deemed to be the best qualified in accordance with the listed qualification requirements.
