Bergen Vann KF [Bergen Water]

Bergen Vann KF operates the municipal water and sewage facilities in Bergen and Os Kommune. The organisation must ensure good and satisfactory water supply and good and environmentally correct sewage treatment.
Fjell municipality has separated all services connected to water, sewage and sanitation in a separate company, FjellVAR AS. FjellVAR AS is the leading nutritional and environmental company in Fjell municipality. The employees see to providing drinking water, processing sewage water, emptying private interceptors for sludge and collecting and facilitating waste recycling. All activity is financed through water, sewage and sanitation fees.
Bergen Vann KF shall enter into a framework agreement (without a mini-competition) for the procurement and delivery of precipitation chemicals for 5 water treatment facilities an 8 sewage treatment facilities (3 do not have a separate delivery address) in Bergen and Os municipalities.
FjellVAR AS shall enter into a framework agreement (without a mini-competition) for the procurement of precipitation chemicals for 2 water treatment facilities in Fjell municipality.
Part 1: Bergen Vann (Kismul VBA, Os VBA, Søviksvågen RA, Skeisleira RA).
Polyaluminium chloride with Al-content 9 %.
Polyaluminium chloride chromium silicate with Al-content 7.5 %.
Part 2: Bergen Vann (Holen RA, Knappen RA, Ytre Sandviken RA).
Iron perchloride with Fe-content 13.8 %.
Part 3: Bergen Vann (Knappen RA).
Polyaluminium chloride with Al-content 9 %.
Part 4: Bergen Vann (Jordalsvatnet VBA, Svartediket VBA).
Iron perchloride sulphate with Fe-content 11.6 %.
Part 5: Bergen Vann (Sædalen VBA).
Aluminium sulphate with Al-content 4.3 %.
Part 6: FjellVAR (Fjæreide VBA, Bildøyvatnet VBA).
Iron perchloride sulphate with Fe-content 11.6 %.
Small amounts shall also be delivered in part 3 to Knappen, which shall be used at the sewage treatment facilities Totland, Sagstad and Kaland school. The value/volume is included in the stated figures.
The stated chemicals are those that are currently used at the facilities.

Requirements: The tenderer should have his tax payments in order.
Documentation:
Tax certificate, issued via Altinn, The Tax Office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline.
Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.
If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.
Requirements: The tenderer should have his VAT payments in order.
VAT certificate, issued via Altinn, The Tax Office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline.
If the authorities in respective countries do not issue such authorisation, the tenderer must provide a self-declaration form regarding whether there are arrears on value-added tax and if so, the amount of this. The self declaration must be signed.
Requirements: The tenderer shall be a legally established company.
Company Registration Certificate, not issued more than six months prior to the deadline for requests to participation. The service provider must complete attachment 4 — reference form, concerning the 3 most important relevant contracts in the last 3 years, including their scope (number of month-hours), value, time frame and client or recipient.
Requirements for quality management
The assignment requires tenderers who have systems for quality management and effective flows of goods.
Documentation: (shall be given in 1 of the following ways):
Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
