The Norwegian Defence Estates Agency invites tenderers to submit a tender in a negotiated procedure with a pre-qualification for the engineering design services for and the construction of a new fire training field at Ørland main air station (ØHF).
The contest is for a procurement above the EEA threshold determined in the regulations on defence and security procurements (FOSA) § 2-2, and in accordance with the rules in these regulations, parts I and II.

The fire training field is a circular fire training field with a radius equal to 75 m located in the southern area of Ørland main air station.The fire training field is mainly organised into six function areas:Circular concrete collection plate. Equipment for simulating different aeroplane fires is assembled here.Asphalted traffic area for manouvering and parking large turn-out vehicles and lead vehicles. This area will also be used for rescue exercises on scrapped vehicles and for the collection of polluted extinguishing water, fire foam and rain water.Shingle space for the placement of smoke diving installations, training containers and steel containers for storing equipment. ‘Cold’ exercises are also carried out here on scrapped planes, fighter jets and possibly helicopters.Ramparts shall protect the surroundings from splashes and drainage, as well as to prevent aerosoles being carried on the wind to areas outside the exercise area.Two accesses, one with direct access to aeroplane operative areas and one separate from aeroplane operative areas.Tank park for LPG supply.60 000 000

In short, this assignment involves: ‘A main base for fighter jets shall be established at Ørland, and an advanced operation base at Evenes. The establishment of the fighter jet base includes updated and facilitated EBA for the weapon systems fighter jet, air protection and base defence.’ Forsvarsdepartementet [the Ministry of Defence] has given the Norwegian Defence Estates Agency the task of establishing the necessary facilities for the establishment of the F-35 fighter jet base at Ørland and an advanced operation base at Evenes.
