The scope and purpose of the procurement.
The competition is for a contract for the provision of plumbing services for replacing approx. 6 000 water meters in the contract period in Oppegård municipality.
New buildings in Oppegård municipality have had to have water meters since 1976. There are approx. 5 565 water meters in the municipality, the oldest ones are from 1976. The meters are the municipality's property and responsibility. The water meters have a normal lifetime of approx. 15 years before they are replaced, but meters that have operational difficulties are replaced immediately. Water meters are replaced at a rate of approx. 400-500 water meters per quarter.
The contract value is estimated to: 4 000 000 NOK excluding VAT for the entire contract period. The value is an estimate based on statistics and accounting figures for the procurement of equivalent services for the same buyer group for previous years, as well as future budgets. The volume must be seen as a non-binding estimate. See part 2, requirement specifications for further information.

Tax and VAT certificates (statutory)
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders.

Økonomisk og finansiell stilling:
Economic and financial position (mandatory).
Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances.

The company shall have satisfactory capacity, technical and professional qualifications to carry out this project.
Documentation requirement:
If the tenderer is dependent on a sub-supplier to fulfil the contract, a statement of obligations shall be attached, which shows that the tenderer has access to the required resources (The Public Procurement Regulations § 17-9 (2)).
An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment.
