Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers should have their tax and VAT payments in order.
Documentation:
Tax and VAT certificate, issued via Altinn, The Tax Office or the Tax Collection Office. The certificate shall not be issued more than six months prior to the tender deadline.
Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.
If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.
Requirements: The tenderer shall be a legally established company.
Company Registration Certificate, which is not issued more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.
Appendix 4. A filled-in HSE declaration form. The declaration shall not be issued more than 6 months before the tender deadline.
Økonomisk og finansiell stilling:
Requirements: the company's solidity.
The tenderer must have sufficient economic and financial capacity to complete the contract.
Documentation:
Askøy municipality will obtain information regarding the service provider's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details (All companies who have provided financial statements to the Brønnøysund Registre Centre will be registered through Proff Forvalt). Tenderers must see if there is such information available from Proff Forvalt (www.forvalt.no).

The contracting authority will, based on this, assess whether the solidity is satisfactory.
Tenderers who have not submitted their accounts to the Brønnøysund Register Centre and are therefore not registered in Proff Forvalt can prove their financial and economic capacity with suitable bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non fulfilment of the contract.

Teknisk og faglig kapasitet:
Requirements: Ability to fulfil the contract — personnel.
The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment.

Overview of the company's total manpower.
CV for the manager of the company/department.
Requirements: Experience from similar assignments
The tenderer is required to have good experience from similar assignments.
Tenderers must complete attachment 4 — Reference Form, on the most important, relevant contract in the last three years. Provide an overview of the contracting authority, contact person, telephone number and email address.
Requirements: Procedures for environmental management.
The task requires tenderers who have procedures and systems that ensure a low environmental impact by the execution of delivery.
Documentation: (shall be given in one of the following ways):
Description of your company's procedures and systems related to recycling/minimization of equipment packaging materials.
If the routines are described in the company's quality or environmental management system according to ISO 14001 or equivalent 3rd party verified systems, the valid certificate, as well as a copy of relevant procedures, must be presented.
Requirements for quality management.
The assignment requires tenderers to have quality management systems.
Description of the company's routines for quality management.
If a tenderer holds an ISO 9001:2000 certificate, or a later version, this may be attached.
Certification requirements.
Tenderers are required to have the necessary certifications for carrying out repairs and maintenance in buildings in development classes 1-3.
Valid proof of central/local authorisation for the relevant discipline, in minimum development class 2, alternatively documentation that substantiates that local authorisation will be achieved for the relevant discipline.

Achieved points are weighted with the stated percentages. A discretionary assessment has been carried out of the solution description, in accordance to the award criteria. The total number of points is weighted with the stated percentage. Besides the above named criteria, the highest total number is economically the best tender offer. A.O. Grevstad AS achieved a total of 9,95 points. Bravida AS achieved a total of 9,89 points. A.O. Grevstad AS's tender offer has the highest points and is therefore the economically best tender offer.
