Politiets fellestjenester (Norwegian Police Shared Services)

The Contracting Authority shall enter into framework agreement with a tenderer for the execution of planned and emergency plumbing services that arise in connection with the operation and maintenance of buildings in and around Oslo. The landlords may require use of separate agreements for some assignments.
The Contracting Authority will continuously, depending on the need, undertake call-offs on the framework agreement. The tenderer undertakes to deliver in accordance with what is included in the framework agreement. The Contracting Authority requires that the tenderer has the capacity to initiate and perform assignments within the agreed deadline. See the requirement specification for response time.

Egnethet til å utøve yrkesvirksomheten:
Tenderer shall substantiate that the enterprise is legally established.
Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a professional register as determined by the law of the country where the tenderer is established. The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory economic implementation ability.
— The tenderer shall provide a credit rating from an approved credit rating agency including the entire report with three years' financial statements and auditor reports. The credit rating should not be more than 6 months old.
The contracting authority reserves the right to obtain your credit evaluation.
Teknisk og faglig kapasitet:
The tenderer shall have experience from similar contracts.
The tenderer shall document experience from relevant and comparable assignments during the last 3 years.
Annex 2 Reference list shall be used.
The tenderer shall have sufficient competence and capacity to fulfil the assignment.
An overview shall be given of the company's employees, showing disciplines and competence levels (master certificates/ certificates of apprenticeship/ unskilled workers, etc.), as well as an overview of the number plumbers with certificates of apprenticeship If the tenderer shall be supported by sub-contractors to meet the requirement, the documentation above shall also apply for sub-contractors. Use annex 4.

Tenderers should have a good and well functioning system for quality assurance/quality management for the execution of this type of assignment.
The tenderer shall give a description of the quality assurance/management system and how this function in practise.
If the tender is certified in accordance with standards for quality assurance/quality management, it is sufficient to attach a copy of the issued certificate.
If the tenderer is not certified, the quality system must be documented. The documentation shall as a minimum include description of procedures/routines for: — deviation and claim management — approval of the sub-provider — the process from the order is received and until the registration of orders for deliveries to the customer has been made — approval of hour lists per assignment/month — advance approval of overtime — a specified overview of materials for each assignment/invoice

The tenderer should have an environmental policy describing how the tenderer works to reduce the impact on the environmental in connection with this type of assignment.
The tenderer shall account for the policy. If the tenderer is certified, it is sufficient to submit a copy of the certificate.
