Modum kommune

Modum municipality invites consultancy groups to a tender contest for detail engineering design services and the preparation of the tender documentation for the development of a square, intersection and infrastructure within the area Vikersund centre north Stage 1 in Modum. The enquiry includes planning roads, water and sewage and designing public outside areas as well as an option for construction management. A landscape architect shall be used in the planning.
The assignment is regulated by NS 8401 General contract terms for engineering design assignments. A fixed price is wanted for the assignment.
The planning area Vikersund centre north is approx. 40 decares and is situated between Tyrifjorden and the railway at Vikersund station. The area has been previously used for bus garages, roads and parks.

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation: A tax certificate, not older than 6 months, shall be enclosed. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must be a legally established company.
Documentation: Norwegian companies: Company registration certificate, not older than 6 months. Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Credit assessment/rating, not older than six months, based on the last known accounting figures.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Minste nivå(er) av standarder:
Tenderers must have the grade ‘credit worthy (Decision score: 3)’ or better in accordance with Bisnode's credit assessment (www.Bisnode.no), or equivalent company.
Teknisk og faglig kapasitet:
Tenderers shall have good experience within roads, traffic, construction and landscape architecture professions. This means, amongst other things, that tenderers must have experience from detailed planning and detailed engineering design services for roads, street and intersection projects in urban areas with many user groups/types of traffic, heavy traffic and complicated technical infrastructure.

Tenderers shall have good competence for all the necessary professions in order to deliver a complete product for this contract: Project manager, landscape architect, water and sewage engineer, road engineer, engineer within geotechniques, electrical engineer, GIS engineer, area planner, construction manager in the site period (option).

Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information on the value, date, and the name of the public or private recipients. This shall state which profession the tenderer contributed to the project.

A description shall be enclosed of the tenderer's personnel that he has at his disposal for the fulfilment of the contract, whether they belong to the company or not, with CVs and the most relevant deliveries in the last 3 years.
The construction manager must be able to be at the construction site within four hours of being summoned: Self-declaration.
A good and well-functioning quality assurance system is required for the services that will be provided. Give a short statement about the quality assurance system and a description of how quality assurance is carried out.
