K 01 Tax and VAT certificate — Requirement: Tenderers are not to have significant tax or VAT arrears, or an approved repayment plan must exist. Norwegian tenderers shall present tax certificates from the municipality where the tenderer has his main office, as well as any approved repayment plans. These certificates must be presented before the deadline for receipt of tenders and must not be older than 6 months from the deadline for tenders. Tenderers can order a joint certificate for tax and VAT themselves via Altinn. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

K 02 Company Registration Certificate: Requirement: The tenderer must be a legally established company. The contracting authority requires tenderers who wish to participate in the competition to demonstrate that they are registered in a trade index or other enterprise register as prescribed in the legislation in the country in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender. The enclosed documentation shall not be older than 6 months from the deadline for receipt of tenders.

Økonomisk og finansiell stilling:
K 03 — Credit rating. Requirement: The tenderer shall have the economic ability to capacity to carry out the assignment. As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian). The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or Experians skala. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity. If the contracting authority's credit information about the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the solution from Experian or by obtaining other documentation. In those situations where a tenderer relies on other companies' capacity to achieve qualification, the tenderer shall substantiate to the contracting authority that he has access to the necessary resources, e.g. by presenting a binding statement on this from the involved companies. Documentation of access to the resources shall be enclosed with the tender. Other companies are defined as other legal entities (legal subject) than the tenderer himself.

Teknisk og faglig kapasitet:
K 04 — Experience and implementation ability. Requirement: Experience and implementation ability. Experience from 2 equivalent assignments with the type — performance in the scope that is relevant for this/the sub-consignment tenderers give offers on. Several smaller, relevant contracts within the same time frame can overall give the supplier an equivalent qualification. This will be assessed out of all the partial/sub assignments guys which the tender puts offers on. Documentation of excellent implementation ability is required. The tenderer shall be included in the necessary laws in line with regulations on work transport nationally with motor wagon and vessels (The work transport). In order to be able to carry out this assignment). To document this, tenderer shall: 1) Enclose a note over the most important deliveries or executed services during the last 3 years. The list shall include the following information: — A short description of the assignment — The size or value of the deliveries — Date (contract period) — Name of the customers and a short description of them —Telephone number, e-mail address and name of contact persons at the customers. Relevant customers from the list could be contacted. Any personal experiences could be emphasised. 2) Advise on the number of licenses/permits connected to the tenderer, and confirm that the vehicles that shall be driven for the tenderer will at all times have the necessary licenses/permits.
