Parallel framework agreements shall be entered into for the production of the government's documents to the Norwegian Parliament and Norway's public reports. The agreement involves production of printer paper based publications and electronic files for parallel publication on the internet.

Egnethet til å utøve yrkesvirksomheten:
4.1 Obligatory qualification requirements.
Qualification requirements, Documentation requirement:
Paid taxes and duties.
— A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Tenderers with tax arrears will be rejected. Exceptions will be made from this rule if the tenderer is in a dispute with the tax authorities. If this is relevant, documentation in relation to the case, must be submitted as part of the tender.
4.2 Legal position.
A legally established company — Norwegian companies: Company Registration Certificate.
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.

4.3 Economic and financial capacity.
Qualification requirements, Documentation requirement:
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

4.4 Technical and professional qualifications of the supplier.
Qualification requirements, Documentation requirement:
Tenderers must have carried out at least 3 assignments in the last 3 years with relevance to this assignment. ‘Relevant deliveries’ means deliveries of equivalent services in regard to the size as described in connection with this competition — Reference list of the tenderer's deliveries in the last few years with relevance to this assignment, with name of the contracting authority, and possible value of the assignment and reference. What has been delivered and the function the tenderer had in the assignment, must be stated.
