Parallel framework agreements for the engineering designers ARK, RIB, RIV, RIE, RIAKU, RIBR, RIG for Statsbygg Region South

Statsbygg region South requests tenders for a framework agreement for engineering design consultancy services. The framework agreement shall cover the following consultancy disciplines:
— Consultant architect (ARK);
— Consultant engineer for construction (RIB);
— Consultant engineer for HVAC (RIV;
— Consultant engineer for electro (RIE);
— Consultant engineer for acoustics RIAKU;
— Consultant engineer for fire (RIBR);
— Landscape architect (LARK);
— Consulting engineer Geotechnical RIG.
The framework agreement applies to all owned and leased properties, operated and maintained by Statsbygg region South.
The intention is to enter into parallel framework agreements with a minimum of three (3) providers, if the competition provides a basis for this.

Statsbygg region South that covers Buskerud, Vestfold, Telemark, Aust- og Vest Agder counties, shall enter into framework agreements for engineering designers — ARK, RIB, RIV, RIE, RIAKU, RIBR, RIG. The relevant projects will mainly be divided in development projects, renovation and reconstruction projects. The renovation projects can also be divided in total reconstructions and more standard renovation projects/periodical maintenance. Assignments for preparation of feasibility studies and condition analyses must also be expected.The extent cannot be estimated exactly, but, based on historical data, the annual amount for this framework agreement will be approx. 3 NOK-5 000 000 per annum. This is an estimate that is not binding for the Directorate of Public Construction and Property.Major property development projects are not included in the framework agreement.

Hyppighet av kontraktene som skal tildeles:
The assignments under this framework agreement will be divided by direct call-offs between the framework agreement service providers. The Contracting Authority aims at dividing the direct call-offs, in relation to value, equally between all framework agreement parties during the agreement period. The call-offs will not be divided in any particular order.

The service providers are bound by the framework agreement to provide the services to Statsbygg. However, if the provider, in exceptional cases, does not have the capacity when Statsbygg has an actual requirement, the service provider's turnover over the agreement may be subject to reduction.

The Tenderer is expected to provide the offered personnel within approximately 1 week after each request. It is emphasised that the offered persons in the tender contest for this framework agreement are made available. The Contracting Authority will aim at ordering well before an assignment is initiated.

The tenderer is required to have a legally established company.
Company Registration Certificate.
Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered.
Økonomisk og finansiell stilling:
Tenderers are required to have satisfactory financial implementation ability. The extent of the turnover will also be emphasised.
Credit rating from a certified credit rating agency. Not older than 1 month. The entire report shall be submitted, and it shall include the key figures for the last financial year. The rating shall be carried out by an officially certified credit rating institution.

The Directorate of Public Construction and Property retains the right to obtain their own credit rating.

2. Tenderers are required to have good technical and professional qualifications as well as broad experience from different engineering design assignments.

c) Contracting authority;

e) Type of building;
f) The assignment's contract value excluding VAT;

h) In what phases the assignment was carried out;
i) The start-up date and completion date (year) / if not completed — the phase of the current project.
