Parallel framework agreements for project management

Statsbygg Hovedkontor [The Directorate of Public Construction and Property Head Office]

The Directorate of Public Construction and Property, primarily c/o the Builder Department (B) and the Property Department (E), eastern region, requests tenders for consultancy services within building related project management. The assignments under the framework agreement will normally be carried out in the Directorate of Public Construction and Property's premises in Oslo. There will, however, be some travelling to construction sites and stationing at construction sites nationwide.
The intention is to enter into parallel framework agreements with a minimum of 3 and maximum of 7 tenderers, provided the competition provides the basis for this.

The Directorate for Public Construction and Property shall enter into parallel framework agreements for project management. Actual projects will mainly be development projects and renovation projects, the latter includes both total renovation and more ordinary renovation projects/periodic maintenance.The projects under this framework agreement can be of all sizes. This can be from small projects and up to our largest projects for several hundred million NOK.The Directorate of Public Construction and Property mainly consists of public buildings. This means that several of the properties are listed, they can be open during the assignments, several properties, such as prisons and child protection properties, require special consideration from the executors and several properties can require security clearance or another form of clearance. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer r is required to have a legally established enterprise and sound ability to carry out the task.
Companies must be able to refer to a pool of minimum 15 project managers divided between all three project manager levels.
(7 PM in level 1, 5 PM in level 2 and 3 PM in level 3)
1. Company Registration Certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, (can be omitted if StartBANK ID is given).
2. Overview of the number of employed project managers in the company, divided between the different levels.
3. Smaller companies must document capacity with binding cooperation contracts or self-declarations, cf. below.
Økonomisk og finansiell stilling:
Tenderers are required to have good financial implementation ability. (Tenderers are required to be credit worthyA, equivalent to A or better).
Credit rating from a certified credit rating agency. Not older than 1 month. The entire report shall be submitted, and it shall include the key figures for the last financial year. The rating shall be carried out by an officially certified credit rating institution.

The Directorate of Public Construction and Property reserves the right to obtain a credit assessment/rating of tenderers.
(Can be omitted if a StartBANK ID is given.).
Teknisk og faglig kapasitet:
— Good competence and good experience are required with implementation from assignments of equivalent size and complexity.
— A description shall be provided, of approx. one A4 page per project, for up to 6 reference projects with a transferable value for the company, 2 within each project manager level*, with information on, amongst other things:
— the name of the project
— the contracting authority (at least 4 of the assignments must be from public contracting authorities)
— the assignment's size and contract value
— The company's assignments/role in the assignment
— Date of execution
— the project's complexity (e.g. listed building, environmental building, building in operation etc...).
