Oslo kommune v/ Renovasjonsetaten; REN [Oslo municipality, c/o the Agency for Waste Management]

The objective of the procurement is to obtain consultancy services in connection with different waste discipline and technical waste problems in the waste sector in Oslo kommune, that secures the necessary expertise in an effective and predictable manner. Consultant shall assist REN with reports, various analyses, development of current service offers and use of different means. For further information refer to Appendix 2, Annex 1.

Requirement I:

The tenderer's tax and VAT payments shall be in order.

Documentation requirement:

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement II:

The tenderer shall be a legally established company.

Norwegian companies: Company registration certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

The tenderer shall have good creditworthiness

Documentation requirement:

The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as recent information of relevance to the company's fiscal numbers.

REN retains the right to obtain a credit rating from Bisnode Credit, which will be used as a basis in the evaluation.

Teknisk og faglig kapasitet:

Requirement 1: The tenderer shall have significant experience from equivalent assignments.

Documentation Requirement: The tenderer's, and any sub-contractors', primary relevant assignments during the last three years, including their value,d ates and recipients/contracting authorities.

Requirement II: The tenderer shall have extremely good implementation ability.

Documentation Requirement: Description of the tenderer's staffing and competence. The company's organisation plan shall be attached. CVs should not be enclosed.

If the tenderer shall/must rely on other companies' capacity for the implementation of the contract, access to this capacity shall be documented by presenting a statement of obligation from the relevant company.

Requirement III: A good and well-functioning system is required for internal control (HMS) and for quality management and environmental management of the services that are to be delivered.

Documentation Requirement: Give a brief account of the system for internal control (HMS) and quality management and environmental management and how these are operationalised.
