Documentation requirement:

The tenderer must be a legally established company.

NB: Several companies can together enter a tender as a group without having established a joint company by the tender submission date. In such circumstances, the individual group participants must be legally established companies.

— Norwegian companies:

Company Registration Certificate issued no more than 6 months prior to the deadline for requests to participate.

— Foreign companies:

Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established. Documented registration must not be more than 6 months prior to the deadline for requests to participate.

HSE self-declaration, cf. Annex 1 to the qualification documentation. The declaration shall not be issued more than 6 months prior to the deadline for requests.

NB: If several companies combine to submit a tender offer as a group, certificates shall be enclosed for all of the group participants.

Økonomisk og finansiell stilling:

Documentation requirement:

The tenderer must have good economic and financial strength in relation to its operations in general, and in relation to the nature of this procurement. Satisfactory status is required on 2 of the criteria: liquidity, profitability and solidity in regard to the rating from the credit rating company.

— Annual financial statements including the board's annual report and the auditor's statement for the last 2 years;

— Credit rating.

An updated, copy of the rating from the credit rating company must be attached.

NB: If several companies combine to submit a tender as a group, they can either provide documentation that each of the group participants has the financial capacity, or alternatively the group participants can use 1 of the group participant's financial capacity, in this case the tenderer must document a financial position secure enough to carry all of the group participants' liability under the contract. The provided documentation must clearly state that only documentation connected to 1 of the group participants is being submitted and that the other participants are being supported on this economic capacity. A signed declaration from the tenderer that shall fulfil the requirement for the entire group must be enclosed with the tender, along with a declaration that the other participating companies can invoke its financial strength.

The group members will under all circumstances have joint and several liability for all of the obligations that form the basis for qualification.

— Tax Certificate, issued by the Norwegian Tax Administration or Tax Collection Office (form RF-1244). The tax certificate must not be issued more than 6 months before the deadline for requests to participate;

— VAT certificate, with conditions equivalent to those named for the Tax Certificate;

— Foreign tenderers shall provide a tax certificate and certificate for VAT from equivalent authorities in the country where they are registered for tax.

Teknisk og faglig kapasitet:

Documentation requirement:

Communication, equipment and software Project Hotel.

A Web based project hotel will be established for the project, but this has not yet been selected. Document and drawings shall be posted on the project hotel in .pdf and .dwg format and the descriptions, meeting minutes, progress plans, etc. will be MS-Office compatible programmes.

A 3D model will be established for the project. The basis for the 3D model is that the elevated reservoir is drawn in Revit.

Capability:

— The tenderer is required to document that he has a professional organisation and resources suitable for the execution of the assignment in-line with the scope of the work and the contractor's requirements.

— Overview of the tenderer's combined organisation within the delivery covered by the qualification documentation and that covers all of the necessary disciplines for the execution of the delivery.

— Statement/self-declaration of the tenderer's capacity, for the relevant delivery and in the relevant period of time for the execution of the assignment.

References:

Experience from similar assignments/reference projects:

— References from at least 2 projects of the same character and size, and period of time for execution.

For the references, special emphasis will be placed on Watertight concrete structures:

— The references shall not be more than 5 years old;

— Contact persons at the contractors for the reference projects, with telephone number and email address.

The company is required to have a good, well functioning Quality Assurance System.

1. Description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility, etc.

If the tenderer holds an ISO 9001:2000 certificate, this may be attached.
