The Norwegian Directorate of Immigration requests a service provider for operative assistance for public procurements and implementation of tender contests and consultancy services.
The objective of the agreement is operative assistance and stand-by arrangements, and to assist the Norwegian Directorate of Immigration in implementation of procurement procedures and tender contests when internal capacity is insufficient. The stand-by arrangement will also apply to possible mass arrivals of asylum seekers to Norway.
The duration of the agreement is 2 years with 1 year + 1 year option.

Requirement: Tenderers shall have their tax, payroll tax and VAT payments in order. Documentation requirement: A tax and VAT certificate shall be enclosed. The certificate shall not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see skatteetaten.no.

Requirement: Tenderers shall be a legally established company. Documentation requirement: Copy of Company Registration Certificate.
Økonomisk og finansiell stilling:
Requirement: Tenderers shall have assessed as having good credit worthiness. Documentation requirement: The requirement shall be documented with a solidity assessment/credit rating from a publicly certified credit rating company. The rating must provide information on credit worthiness, i.e. Bisnode rating ‘A’/‘Approved’ or ‘good credit worthiness’, or equivalent from another recognised credit rating company. The credit rating must contain key figures from the company's last financial year. The credit rating must not be older than six months from the tender deadline. Tenderers with a rating that is worse than ‘A’/‘Approved’/‘good credit worthiness’ will be rejected.

Teknisk og faglig kapasitet:
Requirement: The tenderer shall have good experience from equivalent services. Documentation requirement: Documentation of 3 relevant deliveries in the last 3 years with the following information: — Statement of the customer with contact information. — Description of the delivery. — The contract's scope and value.

Requirement: Tenderers shall have sufficient capacity and implementation ability. Satisfactory capacity is in this context defined as minimum of 8 persons. Relevant competence is in this context defined as 3 years operative experience with public procurements, with a Master Degree or equivalent. Alternatively 5 years operative experience in public procurements with a Bachelor Degree or equivalent. Of the 8 people at least 2 must have good experience with contract negotiations. Documentation requirement: Description of the offered personnel with individual CV.

Requirement: Tenderers shall have good and well-functioning routines and methods for quality assurance. Documentation requirement: Documentation that includes a short description of the tenderer's methods and procedures for quality assurance. Any certifications of quality assurance systems can be submitted in addition to the description.
