The contracting authority invites tenderers to a competition for a framework agreement for operational leasing of tablets with additional equipment and additional services in Lørenskog. The tablets shall primarily be used in schools, but they could also be used by other parts of the municipality. The idea is to have a pilot with one school with the municipality having a contract that can be expanded to more schools etc.
The aim of this contract is that it shall contribute to reaching the municipality's target of being an e-municipality and digitalisation.
The aim is that the municipality has modern digital systems as far as possible. The need is referred to as tablets in this procurement, as this is what we expect will cover the current need. There is fast development in the field, so we would like the contract to be open to flexibility as regards what type of digital tool will cover the need.
The municipality is in a digitalisation process and the aim is to be an e-municipality. Therefore, it will be relevant to use this contract in the municipality in general in so far as the tablets cover the actual need and leasing is considered to be most appropriate.
We would preferably like to have flexibility as regards operative system.
The contracting authority intends to enter into a contract with one tenderer.

This leasing contract could also be used for other parts of health and welfare, as well as other parts of the municipality if the tablets cover the actual need and leasing is considered to be most appropriate.The tenderer shall also provide support. I.e. assistance when the tablets do not work. This will involve, amongst other things, an assessment of repair, claims etc. Support can also cover a type of second line support for the user.

The procurement follows the procedure ‘Negotiated procedure with a prior prequalification’ and it is being held in accordance with the current rules for public procurements, including the Public Procurement Regulations (FOA), del III § 14-3 (1) b and c. Stage 1 The procurement is started with this qualification, where there are requirements on the fulfilment of the qualification requirements, as they are stated in point 4. Up to 5 qualified tenderers will be invited to participate in the further process. If more than 5 tenderers are qualified, the selection will be based on the technical and professional qualification requirements. Stage 2 After the tenderers are qualified, up to 5 tenderers will receive the tender documentation with specifications for the contract, as well as other relevant annexes. The received tenders will be evaluated and negotiations will be held with between 5 and 3 tenderers. The negotiations can be held over several phases. Attention is drawn to the fact that the first reduction can occur before the negotiations and it can mean that not all the tenders will be subject to negotiations. Any reduction will be made on the basis of the award criteria. Tenderers are, thus, encouraged to submit their best offer by the tender deadline. The negotiations can take place in meetings and/or via email.

Beskrivelse av opsjoner:
We would like to have a tenderer who can deliver a total package for the delivery of the tablets as well as training and an administration system (MDM). The training and administration system (MDM) are options as we would like to assess whether the tender ensures user friendliness and cost/benefit. The training will most likely be taken up for the rolling-out in the first schools and then we will assess whether there is the same need in the future.

We would like tenders for insuring the tablets. Insurance is an option and whether the option is taken up will depend on the price offer — whether, after a complete assessment, it is considered to be profitable to insure the tablets.
The options will be further described and shall be priced in the competition after the prequalification.
Some of the options could be made a part of the contract in the competition phase and in the negotiations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers are required to have a legally established company.
— Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the Tenderer and/or sub-supplier(s) are established.
Tenderers are required to be affiliated with a publicly certified apprenticeship schemes.
— Statement from the company regarding affiliation to any publicly certified apprenticeship schemes that are valid during the execution of the contract.
Økonomisk og finansiell stilling:
Good solidity is required that will ensure that the company has the financial capacity to deliver throughout the contract period.
— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
— The company's annual accounts for the last 2 years, with the auditor's reports, as well as recent information that is of relevance for the company's accounting figures, if deemed necessary.
Teknisk og faglig kapasitet:
Good implementation ability is required.
— A description of the supplier's technical personnel or technical units the supplier has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
Experience from equivalent contracts is required. Equivalent assignments means service contracts that included administration and leasing of technical equipment or other chattels.
— List of the most important deliveries or services performed in the past 3 years, including information on the value, time, and the name of the public or private recipients with contact information for any reference collection.
A good and well-functioning quality assurance system (ISO 9000 or equivalent) is required. A quality assurance system means that the tenderer is conscious of, for example, quality targets, planning, safeguarding, handling deviations and quality improvements.
