The contract is a part of a pilot project for the further development of operational contracts in the Southern Region.
Central elements in this contract in the pilot project are:
— 8-year contract length;
— Changed contract borders with a focus on professional development for the operation of urban areas;
— Increased self-management of personnel and central types of machines;
— Interaction period of 9 months including the contractor's preparation time;
— Requirement for certification as an apprentice company and apprentices in the contract;
— Increased requirement for professional competence and use of the SIK model as a competence test;
— Emission requirements in accordance with the approval from the Main Committee for transport;
— Increased efforts through an operations contract for additional orders of a maintenance character for water and superstructures;
— The project is regional and the contractor must reckon on meeting another builder organisation than what is the norm in operational contracts;
— The contractor must reckon on participating in development work.
The 8-year contract period is divided into 2, with the project for the first 2 years comprising operational and maintenance assignments with function responsibility for some of the assignments, on county roads and foot and cycle paths, with the accompanying side installations, side areas, equipment and installations in Horten, Tønsberg, parts of Re, Nøtterøy and Tjøme municipalities, in accordance with the road list in chapters D2-V1 2017 — 2019 and D2-S20.
The other 6 years of the contract period will comprise operational and maintenance assignments, with functional responsibility for some of the assignments on county roads and foot and cycle paths, with the accompanying side installations, side areas, equipment and installations in Horten, Tønsberg, Nøtterøy, Tjøme, Sandefjord and Larvik municipalities, in accordance with the road list in chapters D2-V1 2019 — 2025 and D2-S20.
