Operational contract roads Pilot 0701 Vestfold east 2017 — 2025

The contract is a part of a pilot project for the further development of operational contracts in the Southern Region.
Central elements in this contract in the pilot project are:
— 8-year contract length;
— Changed contract borders with a focus on professional development for the operation of urban areas;
— Increased self-management of personnel and central types of machines;
— Interaction period of 9 months including the contractor's preparation time;
— Requirement for certification as an apprentice company and apprentices in the contract;
— Increased requirement for professional competence and use of the SIK model as a competence test;
— Emission requirements in accordance with the approval from the Main Committee for transport;
— Increased efforts through an operations contract for additional orders of a maintenance character for water and superstructures;
— The project is regional and the contractor must reckon on meeting another builder organisation than what is the norm in operational contracts;
— The contractor must reckon on participating in development work.
The 8-year contract period is divided into 2, with the project for the first 2 years comprising operational and maintenance assignments with function responsibility for some of the assignments, on county roads and foot and cycle paths, with the accompanying side installations, side areas, equipment and installations in Horten, Tønsberg, parts of Re, Nøtterøy and Tjøme municipalities, in accordance with the road list in chapters D2-V1 2017 — 2019 and D2-S20.
The other 6 years of the contract period will comprise operational and maintenance assignments, with functional responsibility for some of the assignments on county roads and foot and cycle paths, with the accompanying side installations, side areas, equipment and installations in Horten, Tønsberg, Nøtterøy, Tjøme, Sandefjord and Larvik municipalities, in accordance with the road list in chapters D2-V1 2019 — 2025 and D2-S20.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Tax and VAT certificate, not older than 6 months from the deadline for receipt of tenders.
— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form.
If the tenderer is a working partnership, attached to the tender there must be a declaration of joint and several liability to the contractor and third parties.
— Certification as a training company is required. The certification shall be documented.
— Accident rate (H1 value). The average H1-value for the last 3 years should be lower than 10. If the tenderer is a working partnership, the requirement applies for each participant.
— When submitting a tender, tenderers are required to provide their StartBANK ID or enclose a copy of proof of registration from StartBANK or equivalent supplier register, which includes updated and checked supplier information.
Documentation of membership is enclosed with the tender.
Økonomisk og finansiell stilling:
Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant. Documentation of equity is to be submitted the tender.
— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of the turnover in the last 3 years must be enclosed with the tender.
Teknisk og faglig kapasitet:
— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on reference projects shall be enclosed with the tender.
— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts that the tenderer has had in the last few years, with names of references at the contracting authority, shall be enclosed with the tender.
