Norwegian Space Centre developed a new website in partnership with Making Waves in 2012. The site was launched in spring 2013. The CMS chosen was Ez Publish. Making Waves also administered operation of the system, performed by Isky. Before summer 2016 Making Waves notified that they no longer will support and develop the Ez Publish. Therefore, NSC is now looking for a new supplier, and invites interested suppliers to apply for participation in the negotiated procedure for the operation and management of: romsenter.no

Egnethet til å utøve yrkesvirksomheten:
K1 — The business should not have arrears related to the payment of taxes to the government.
Norwegian suppliers shall submit a certificate of tax and VAT. The certificate shall not be older than 6 months from the deadline.
Foreign suppliers shall submit corresponding documentation. If the authorities in that country do not issue such certificates, the Contractor shall submit a statement from an independent third party, such as auditors, confirming that the supplier has fulfilled its obligations with respect to payment of taxes.

K2 — The supplier shall be a legally registered entity.
Documented by Certificate of Co-operation or similar documentation showing that the supplier is registered in a trade register in his homeland.
Økonomisk og finansiell stilling:
Economic and financial position should be documented with the following information:
a. 3 last approved annual report and auditor‘s report and any recent information of relevance;
b. Solvency assessment from a business with a license to operate a credit information. The assessment must not be older than 3 months from the closing date, being based on the latest approved accounting, and should state creditworthiness and degree of risk of bankruptcy;

c. If subcontractors are used, or the candidates rely on other firms’ capacity to fulfil the economic and financial position shall also be submitting documentation according a and b above plus signed declaration of commitment.
Minste nivå(er) av standarder: K3 — Contractor shall have good financial position.
Teknisk og faglig kapasitet:
The Supplier‘s organizational and technical capacity must be documented with the following information:
a. Summary of the supplier‘s organization and the resources the provider can use for fulfilment of the deliverables, including the number of resources and their expertise, experience and any relevant certifications, specified respectively for:
— Upgrading and further development;
— Management and implementation of migration project;
— Operation, support and maintenance.
b. If the supplier relies on other companies‘ capacity to meet the requirements of technical and professional qualifications signed declaration of commitment from the current (s) subcontractor (s) submitted.
c. It should be specified what resources (number of persons as well as specifying the relevant skills / experience) belonging to the supplier and which may belong to other companies.
Documentation of the main deliveries in the last 3 years that are relevant and comparable for the present procurement.
The documentation shall, for each delivery stated:
a. Customer name and contact information;
b. Detailed description of the delivered technology / solution;
c. The delivery scope, value and duration;
d. Brief description of why the supplier considers reference as relevant to the present procurement;
e. A statement of whether, or to what extent, the delivery is carried out by, or by the use of subcontractors that are included in the application.
Quality assurance shall be documented with:
a. A copy of the certificate issued by accredited certification bodies. Alternatively description of the supplier‘s quality system and how this is implemented and managed in the enterprise must be presented;
b. Description of the supplier used framework for development / project delivery and management / operations, including the implementation mechanisms if any company is used.

K4 — The supplier shall have adequate capacity for operation and maintenance, upgrade and migration and further development of the solution;
K5 — The supplier shall have good experience from similar deliveries;
K6 — The supplier shall have adequate means of quality assurance.
