Oslo kommune shall procure an on-line booking system that can be used by different municipal and non-profit actors in Oslo, as landlords. An on-line booking system must support the various phases of the leasing process;investigation/orientation, booking, administration and invoicing/payment.
The areas for lease are used for various purposes. The lease offer should be directed toward both the town population, businesses and volunteer organisations. Currently leases are primarily agreed manually via email and telephone. This is time consuming and unclear for the users and labour intensive for the landlord. Overview of, and accessibility to the different lease items is weak with the current procedures. This results in several premises being unnecessarily vacant.

Requirement: Tenderers shall be a legally established company. Documentation: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: The tenderer shall have settled conditions with regard to the payment of taxes and VAT.
— Tax and VAT certificates must not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Teknisk og faglig kapasitet:
Requirement:
1) Experience from equivalent assignments is required.
(2) Good implementation ability is required.
(3) A good and well functioning system is required for quality management and internal control.
Documentation:
1) The tenderer's most important deliveries over the last 3 years, including their values, dates and recipients/contracting authorities. KUL reserves the right to contact the references for clarification if needed.
(2) A description of the tenderer's total manpower with any sub-suppliers (cf. the commitment statement, annex 7).
(3) Give an account of the quality management system and internal control and how these are operationalised.
