NVE — Assistance with system development

Norges Vassdrags- og Energidirektorat (NVE) [the Norwegian water resources and energy directorate]

NVE needs several types of services connected to the development of ICT systems. The services shall be carried out in cooperation with NVE's own development milieu. NVE has its own internal ICT milieu, which offer services within system development for NVE's different trade departments and trade sections.
One or several of NVE's permanent ICT co-workers can participate in the various assignments that are started in cooperation with a trade department/trade section. The role division between the service provider and the NVE employee will be specially stipulated based on the assignment's extent/nature and length.
The contract can also include assignments where the service provider carries out the work whilst NVE undertakes the management of the project. NVE will use the standard contract from Difi for the contract: The Assistance Contract (SSA-B)

The contract has an estimated value of approx. 3 000 000 NOK for the 2-year contract period.
NVE would like to enter into a framework agreement with one service provider who shall cover the following contract areas:
System development:
Programming
C# I .Net MVC environment
Javascript
HTML5
Mobile applications
Data modelling
Testing: Function, performance
Application security
Interaction design
System architecture
Project management (also in preliminary projects and for the preparation of requirement specifications).
2. Use of publication, reporting and database technology in development projects.

Microsoft BI: SSIS, SSAS, SSRS
Sharepoint.
Tenderers must be able to offer expertise and experience within all the sub points. Sub-suppliers can be used for some points, but emphasis will be put on breadth in competence in the final competition. If sub-suppliers will be used, the application for participation in the competition must clearly state this. The offered consultants must understand written and oral Norwegian.
