NRK's aim of this contract is to receive a high quality questionnaire for the population 12 years+, which we call ‘NRK's media house surveys’, in which all of NRK's offers are measured separately and can be reported individually and together.
The contract will come into force on the day it is signed and it will be valid for the calendar year. NRK has the right to a unilateral option to extend the contract for new calendar years up to and including 2020. A message on an extension will be given by NRK by email by the end of the September before each extension year.

NRK's aim of this contract is to receive a high quality questionnaire for the population 12 years+, which we call ‘NRK's media house surveys’, in which all of NRK's offers are measured separately and can be reported individually and together. NRK measures its followers in the Norwegian population through several different surveys, for example, the fixed media surveys together with the commercial media on radio, the internet and TV. At the same time there is still a need to measure the public's recollected use of NRK's total offer in a ‘single source’ survey by telephone (CATI).

Egnethet til å utøve yrkesvirksomheten:

The company must not have significant arrears in connection to the payment of taxes and duties to the government. Documentation requirement: A tax and VAT certificate issued by the tax collection office. The certificate must not be more than 6 months from the tender deadline. Any arrears must be justified. The certificate can be obtained from Altinn.

The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

Økonomisk og finansiell stilling:

Tenderers shall have sufficient economic and financial capacity to fulfil the contract. Documentation requirement: The organisation's Annual Financial Statements with the auditor's reports for recent years. A credit/solidity rating and bankruptcy prediction from a certified credit rating company shall be enclosed with the qualification application. The assessment must provide information on (1) the credit rating and (2) the extent of any risk of bankruptcy (bankruptcy prediction). The assessment must not be older than three months from the tender deadline. NRK reserves the right, if a tenderer does not oppose it, to carry out an assessment free of charge of the tenderer's economic and financial standing through Experian. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that verifies a financial ability to fulfil the contract. This can be particularly relevant for newly started companies. Any guarantees from other companies shall be enclosed in such cases.

Teknisk og faglig kapasitet:

Tenderers should have sufficient technical and professional competence to ensure safe and stable delivery during the agreement period. The company's most important deliveries of equivalent services during the last 3 years, including the scope, date and recipient must be provided. There is a requirement for at least three documented and relevant references during the last 3 years. Contact persons should be provided.

Enclose a description of the tenderer's organisation, highlighting qualitative deliveries that were delivered on time, including to what degree any sub-suppliers/collaborating partners will be used.
