Norsk rikskringkasting AS (NRK) [The Norwegian Broadcasting Corporation]

Norsk rikskringkasting AS would like to enter into a contract for the procurement of 2 lorries for semi-trailers, as well as an option for a further 2 lorries at a later date (within 2 years of the contract being signed).
The lorries shall be used for transporting NRK's semi-trailers for mobile production units as well as a following semi-trailer with camera equipment etc. for them. NRK currently has 2 such sets of mobile production units, HD1 and HD2, as well as following semi-trailers for them, FVHD1 and FVHD2. There is, therefore a total need for 4 lorries, this will be covered by lorries that are planned to be replaced in the coming years.
NRK's use of lorries for this purpose involves a relatively small annual number of kilometres, compared with traditional use of such vehicles for transport purposes.
It is important that the tenderer has, or has at his disposal, a service organisation that can provide service and repairs for the lorries delivered to NRK. As NRK has a relatively small number of lorries in use and is, therefore, completely dependent on them for planned production, quick access to service when required in Norway and abroad is particularly important.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.
The company must not have significant arrears in connection to the payment of taxes and duties to the government. (This requirement applies to Norwegian suppliers, only). Documentation requirement: Tax and duty certificate, not older than 6 months calculated from the tender deadline.

Økonomisk og finansiell stilling:
The contracting authority has requirements for the supplier's financial and economic position. Good solidity is required that ensures implementation ability throughout the entire contract period, including a later need for service and repairs to the delivered vehicles. Documentation requirement: The organisation's Annual Financial Statements with auditors reports for the last 2 completed financial years. A credit/solidity assessment from a certified credit rating company shall be submitted with the tender. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. Key figures for liquidity and equity ratio must be shown. The assessment must not be older than 3 months from the tender deadline. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that documents financial ability to fulfil the contract.

Teknisk og faglig kapasitet:
Tenderers shall document competence and professional capacity: — Well-established and complete supplier of heavy vehicles (lorries, etc.) —An actor with strategies to ‘keep up with’ developments within their field and meet future challenges. — Be a tenderer with a focus on quality in all links of their company as well as internal tools for quality assurance. Documentation requirement: All points shall be responded to and documented separately.

Tenderers shall have an organisation with a total capacity to serve the contracting authorities in a satisfactory way throughout the contract period. Documentation requirement: A short description shall be given of the tenderer's organisation, ownership structure and number of employees.
