The Norwegian Broadcasting Corporation invites tenderers to an open tender contest for the procurement of helicopter services for use under NRK's production of summer entertainment in 2017 — hereafter called Sommertoget.
The service procurement is for an 8 week period from June to August, with flights 5 days a week.
NRK invites qualified tenderers to submit an initial tender for the total helicopter services for this period.
NRK will focus on reliability, flexibility and price for the needs stated in this competition.
NRK shall produce Sommertoget in 2017; a chartered train from NSB that will run on the entire railway network in Norway for 8 weeks.
TV broadcasts will be produced minute-by-minute from the journey from station to station and programmes will be produced in the evenings from 40 selected places where the train stops overnight before continuing its journey.
The train will run from Tuesday to Saturday and will move at a slow speed in the late mornings for approx. 2-4 hours, starting with 3 hours from 11.00-14.00 on average. The train will be parked on Sundays and Mondays.
The first stretch will be from Bodø Tuesday 27/6, the last stretch goes to Sarpsborg 19/8.
NRK would like to offer unique pictures from the train's journey throughout the summer and would like to have a helicopter that follows the journey and films more or less continually from A to B.
We envisage that recordings are made, which, as soon as possible after the train's arrival, are brought to the train's control room for production. This means that a landing place must be found close to the end station each day.
Live production of pictures and GPS data etc. can also be relevant.

The supplier must be a legally registered company. Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in the tenderer's home country.
Økonomisk og finansiell stilling:
The company should have no arrears relating to the payment of taxes and duties to the government. Documentation requirement: A tax and VAT certificate (RF-1244), issued by the tax collection office. The certificate must not be more than 6 months from the tender deadline.

Tenderers must have sufficient economic and financial standing. Documentation requirement: Approved annual accounts with the annual report and the auditor's report for the last 3 financial years, the last period accounts for 2014 if the annual accounts are not completed, as well as any other recent information of relevance. Solidity assessment from a company with a licence to run a credit information company. The rating must not be older than 3 months from the application deadline and it ought to include information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction). Alternatively, NRK can, if a tenderer expresses a wish in his application letter, carry out an assessment free of charge of the tenderer's economic and financial standing through Experian. If the tenderer wants to rely on another company's capacity, cf. PPR § 17-8 (2), equivalent documentation to that requested above as well as a signed commitment statement and possibly a guarantee commitment from the relevant company must be submitted with the tender offer. If a tenderer has valid reasons as to why he cannot present the requested documentation, a guarantee from a parent company or similar that fulfils the qualification requirement, possibly alternative documentation in the form of, for example, a declaration from an auditor or financial institution that is suitable to fulfil the documentation requirement could be accepted. Such a guarantee or declaration must be enclosed.

Teknisk og faglig kapasitet:
Tenderers shall have sufficient capacity and certifications for nationwide provision of services as described in point 1.1 in the tender documentation for NRK's activities and needs. Documentation requirement: — A description of the tenderer's technical personnel or technical units; delivery and service organisation, including the number of employees that the tenderer can use for fulfilment of the contract, whether they belong to the company or not. — An account of the infrastructure/technical equipment and the necessary certifications that the tenderer can use for the fulfilment of the contract. — There shall be a specification of which resources belong to the tenderer and which belong to other companies. If the tenderer will use another company's capacity to fulfil the contractual obligations, it must be specified what proportion of the contract the tenderer intends to use sub-contractors for. A binding statement from the any sub-suppliers shall be enclosed.

Documentation requirement: An overview of the most important deliveries in the previous three years, with relevance and comparable conditions to the procurement's nature and scope. The documentation shall document the capacity for each of the equipment categories and it shall contain information on the scope of the delivery, delivered products, systems and services, values and durability, as well as name of clients and contact information thereof.
