Norsk rikskringkasting AS (NRK) (The Norwegian Broadcasting Corporation)

Norsk rikskringkasting AS (NRK) and the Directorate of Customs have decided to continue a cooperation as contracting authorities for a framework agreement for leasing.
A framework agreement shall be signed for leasing vehicles (passenger cars, lorries and buses) and other operational material that the contracting authorities require.
Other operational material means: Lorries, truck tractors, buses, aggregates, tractors, snow scooters, ATVs etc. It is not possible to state the extent for this.
Actual tenderers must submit a tender for the entire enquiry in order to be considered.
The contracting authority will make call-offs when they need leasing services, or refrain entirely from using the service in the contract period if there is no need.
Qualified tenderers will be assessed and ranked in accordance with the stated award criteria, which are in the tender documentation Part I, chapter 3.
The award will be made to the tenderer who achieves the best result based on the set award criteria.
A contract will only be awarded to one tenderer.

The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

The company must not have significant arrears in connection to the payment of taxes and duties to the government. (This requirement applies to Norwegian suppliers, only). Documentation requirement: Tax and duty certificate, not older than six months calculated from the tender deadline. This is to be presented as one document, which shall be ordered by the tenderer in Altinn — Ordering certificates. Any arrears and other notes must be explained.

Økonomisk og finansiell stilling:

The contracting authority has requirements for the supplier's financial and economic position. Good solvency which will guarantee execution capabilities throughout the entire term of the framework agreement is required. Documentation requirement: Accounts: The company's annual accounts with the auditor's report for the last two completed accounting years shall be enclosed. Credit assessment: — Credit/solidity assessment from a certified credit rating company shall be submitted with the tender. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past three years. Key figures for liquidity and equity ratio must be shown. —The assessment must not be older than three months from the tender deadline. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that documents financial ability to fulfil the contract.

Teknisk og faglig kapasitet:

Tenderers shall document competence and professional capacity: — Well-established and complete supplier of leasing services to business customers. —An actor with strategies for ‘following’ developments within their disciplines.— Be a tenderer with a focus on quality in all links of their enterprise as well as internal tools for quality assurance — A tenderer with a competent and efficient Key — Account organisation. Documentation requirement: All the points shall be documented separately in such a way that they can be concretely assessed against the actual service categories.

Tenderers shall have an organisation with a total capacity to serve the contracting authorities in a satisfactory way throughout the contract period. Documentation requirement: A short description shall be given of the tenderer's organisation, ownership structure and number of employees.

Tenderers shall state at least three relevant, actual and well documented recent references. The references must be from customers of an equivalent size and complexity to the contracting authorities in this case. Documentation requirement: References shall, at a minimum, be described with the following information: — The customer's name — Contact information at the contracting authority; name, position, e-mail address and telephone number — Short description of the deliveries — Date and duration.
